The Digital Technologies (DT) Project Management Office (PMO) Strategic Initiatives Program Manager serves as a strategic operator and trusted advisor. This role reports directly to the PMO DT Operations Lead and provides day-to-day strategic and project support to the Program Management & Business Operations (PMBO) organization, driving high‑visibility strategic initiatives, operational excellence, and cross-functional alignment across the DT organization.
The role integrates expanded strategic functions—including anticipatory support, executive communications, cross-functional alignment, and enterprise coordination—to accelerate digital transformation across the organization.
The ideal candidate is a strategic thinker with strong program management capabilities, exceptional storytelling and analytical skills, and the ability to translate complex data and insights into clear, actionable guidance for senior executives.
** This is a hybrid-based position at one of Collins’ major facilities. **
What YOU will do:
Strategic Leadership & Executive Support:
Act as a strategic partner to PMBO leadership, ensuring alignment between PMO initiatives, enterprise priorities, and digital transformation objectives.
Proactively anticipate leadership needs and emerging priorities, offering strategic insights, recommendations, and prepared solutions.
Develop high‑quality, executive-ready presentations, briefings, and messaging for executive leadership (e.g., leadership reviews, Operational Analysis Reviews, and team All Hands).
Executive Reporting, Analysis & Insights:
Lead the development of dashboards, performance metrics, and data-driven reporting across the DT portfolio.
Utilize Planview to compile, analyze, and communicate insights that inform strategic planning, operational prioritization, and organizational health.
Strong data visualization and presentation skills to synthesize complex data into actionable insights for decision-makers.
Operational Excellence & Governance:
Lead planning, execution, and governance activities for DT strategic initiatives, ensuring effective delivery and alignment with Collins DT priorities.
Drive continuous improvement in organizational processes, operating rhythms, PMO procedures, and cross-functional workflows in partnership with the Collins DT PMO Operations Lead.
Special Projects & Strategic Initiatives:
Direct or support critical transformation projects, annual goal alignment cycles, leadership offsites, and other Collins DT-impact initiatives.
Lead strategic assessments and broad business initiatives as assigned by PMBO leadership.
Leadership & Influence:
Build trust with senior stakeholders through effective communication, discretion, and delivery of high-quality outcomes.
Mentor PMO and project teams on standard methodologies, governance, and strategic communication.
Qualifications YOU Must Have:
Typically requires a University Degree and minimum 10 years prior relevant experience or an Advanced Degree in a related field and minimum 7 years of experience.
U.S. citizenship is required, as only U.S. citizens are authorized to access information under this program/contract.
Significant experience in program/portfolio management in DT, engineering, or operational environments.
Demonstrated ability to communicate effectively with senior executives, including experience building strategic presentations and narratives.
Proven success leading cross-functional initiatives and influencing without authority.
Strong analytical and data storytelling skills; advanced proficiency with analytics and visualization tools (Excel, Power BI, Tableau).Detail oriented, proactive, and capable of managing competing priorities in a fast-paced landscape.
Qualifications We Prefer:
Experience in aerospace, defense, or regulated industries.
Expertise with Enterprise-level planning tools (particularly Planview), digital transformation, or operating model design.
Not required, but desire qualifications such as PMP.
Advanced data visualization capabilities.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
