Technical Program Manager, Infrastructure Delivery Operations
About the Team
OpenAI's Industrial Compute organization is building the world's most advanced AI infrastructure ecosystem. In partnership with leading cloud providers, hardware manufacturers, utilities, construction partners, and internal engineering organizations, we are delivering hyperscale AI campuses that power the next generation of frontier AI models.
Infrastructure Delivery Operations sits at the center of this effort. The team ensures that large, highly complex infrastructure programs execute predictably across planning, design, construction, hardware deployment, commissioning, and operational handoff. We partner across Hardware Engineering, Network Engineering, Capacity Delivery, Hardware Operations, Security, Finance, Supply Chain, and our external infrastructure partners to keep programs aligned, risks visible, and execution moving at Industrial Compute speed.
About the Role
We are seeking a Technical Program Manager, Infrastructure Delivery Operations to drive execution across large-scale AI infrastructure deployments. This role is responsible for orchestrating cross-functional delivery programs spanning multiple organizations, ensuring dependencies remain synchronized from early planning through production readiness.
You will develop operational mechanisms that allow Industrial Compute to scale infrastructure delivery across multiple campuses simultaneously. Rather than owning any individual engineering discipline, you will own program health—bringing together engineering, construction, operations, supply chain, and partner organizations into a single coordinated execution model.
Success in this role requires exceptional program management, executive communication, systems thinking, and operational rigor. You should be comfortable operating amid ambiguity while bringing structure to highly technical, multi-year infrastructure programs.
Candidates should have experience leading complex infrastructure, cloud, data center, semiconductor, networking, manufacturing, or other large-scale technical delivery programs.
Key Responsibilities
Lead cross-functional execution for Industrial Compute infrastructure delivery programs from planning through operational handoff.
Build and maintain integrated program plans spanning engineering, construction, hardware deployment, networking, commissioning, and operations.
Identify schedule risks, dependency conflicts, and execution bottlenecks before they impact delivery.
Develop executive-level reporting mechanisms that communicate program health, milestones, risks, mitigations, and critical decisions.
Coordinate across Hardware Engineering, Network Engineering, Hardware Operations, Capacity Delivery, Security, Finance, Supply Chain, and external infrastructure partners.
Drive operational readiness reviews before infrastructure enters production.
Build standardized delivery processes, governance models, and operating cadences that scale across multiple global infrastructure programs.
Manage cross-functional action tracking, decision logs, risk registers, and executive escalations.
Establish program metrics and KPIs that improve predictability, transparency, and execution quality.
Partner with leadership to continuously improve Industrial Compute delivery methodologies as our infrastructure portfolio grows.
Qualifications
8+ years leading complex technical programs or infrastructure delivery initiatives.
Experience managing large cross-functional programs involving multiple engineering organizations.
Strong understanding of program management methodologies, dependency management, and risk mitigation.
Experience working with executive stakeholders and communicating program status at multiple organizational levels.
Proven ability to drive execution across organizations without direct reporting authority.
Experience developing dashboards, KPIs, executive reviews, and operational mechanisms.
Strong written and verbal communication skills.
Ability to manage multiple concurrent high-priority programs.
Preferred Skills
Experience delivering hyperscale data centers, cloud infrastructure, AI infrastructure, networking infrastructure, semiconductor manufacturing, or other large-scale technical programs.
Familiarity with hardware deployment, commissioning, infrastructure operations, or capacity delivery.
Experience working with external vendors, cloud providers, construction partners, or manufacturing organizations.
Experience scaling program management organizations or building operational frameworks from the ground up.
PMP, PgMP, Agile, or equivalent program management certifications are a plus but not required.
