Quality Construction Inspector

The Quality Construction Inspector will support the U.S. Department of State contract in Iraq. Under specific direction, the Inspector will apply knowledge and experience of facility systems in the construction and modification of horizontal and vertical applications and support services for LCC department. They will demonstrate knowledge of setting and meeting Key Performance Indicators, to include the verification of compliance metrics in preliminary laydown, during construction phases and then final and acceptance inspections, utilizing the framework Amentum standards, OBO and DoS policies and regulations, local and international construction codes and standards (ICCS).

This position will be responsible for providing oversight and collaboration of standards at construction sites, with the monitoring of construction teams, providing oversight in Mechanical, Electrical and Plumbing functions, directing inspections and managing work requirements, utilizing skills and knowledge requiring flexibility, adaptability, and responsiveness. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES:

  • Provide specific support of construction technics and improvements and facilitate verification of products and/or service support applications, recommend training, tools, and methods for sound and safe construction principals.
  • Align the quality management function with the performance needs of the product line and/or service support application.
  • Manage and maintain project portfolios, adhere to policies and procedures, the basis being ISO 9001:2015 Standard requirements, understand OBO and DoS maintenance practices and policies, and USACE requirements. 
  • Maintain an audit schedule, and perform audits of procedures, reporting requirements, plans, programs, and keeping records, reviewing cut sheets, horizontal and vertical building codes.
  • Conduct site inspection, verification of safety practices and procedures, material deliveries and product / materials standards.
  • Record data and analyze performance of material testing, hardness, and slump testing, project change bulletins and change orders.
  • Track deficiencies and work with management to define corrective action plans and close out deficiencies, understand CAPA principals and methods.
  • Collect and analyze data to determine performance trends on Mechanical, Electrical and Plumping systems and assist in house teams in reparations, oversee ad direct sub-contractors work and products, be aware of new product lines, parts and manufacturing technics.
  • Prepare and provide daily, weekly and monthly reports to management, documents progress and compliance by reporting and photographs, must obtain RSO photo badge approval.
  • Ensure quality-related training is provided by the Program and sub-contractor employees.
  • Implement, maintain Program Instructions, plans, and SOPs. Ensure archives and libraries are reviewed and revised on a planned and scheduled timetable.

REQUIRED:

  • Minimum Acceptable Experience Level:
  • Five (5) years’ experience in Quality Assurance/Control in construction projects.
  • Five (5) years’ experience as a Quality Management Professional, supporting a DoD or DOS program.
  • At least two (2) years’ international experience in challenging locations, preferably the Middle East.
  • Knowledge, Skills, and Abilities:
    • Knowledge of ALL principles and processes involved in Quality Construction Management.
    • Ability to collect, analyze, and summarize data and to prepare clear and concise reports.
    • Experience in effectively dealing with international and headquarters staff, and sensitivity to other cultures, a basic understanding of local customs and culture and language.
    • Exercise sound judgment and make decisions independently and be able to take direction from leadership.
    • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules, at multiple sites and projects.
    • Must have excellent people skills, organizational and time management abilities..
    • Expert computer skills, specifically in Microsoft Word, PowerPoint, and Excel.
    • Ability to become an active and functioning member of a team.
    • Ability to be innovative and be an agent for change.
  • Education/Certification: Certification of Quality Construction Inspector, or ten (8) years’ related experience and/or education.
  • Licenses and Certifications: ISO 9001:2015 certification. Valid drivers’ license from Home of Record.
  • Security Vetting: Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain a Secret Clearance.
  • Language Skills: Satisfactory English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures.
  • Medical: Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.

   WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50- 55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
