As a Program Cost Control Analyst – Level 4 located in Redondo Beach, CA, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one.
This position requires the ability to work on site daily in Redondo Beach, California.
The Program Cost Control Lead will support the development of budget baselines and maintain cost/schedule integration; support preparation of budgets, schedules, and ETC/EAC; perform and/or assist in financial performance analyses and visibility reporting; assist in the preparation and submittal of monthly CDRLs such as IPMDAR; support variance analysis reports; facilitate and support program monthly rhythm process, and incorporate baseline changes into EVM system while utilizing Cobra, SAP, and Business Warehouse (BW).
This position will work a 9/80 schedule, with every other Friday off.
Your Role and Impact:
- Provide guidance and mentorship to junior staff.
- Interface with the program manager, cost account managers (CAMs) and cost managers to provide financial support and analysis to meet program requirements. They will prepare budgets and schedules for contract work and assist in financial analyses such as funding profiles, sales outlook, and variance analysis.
- Monitor costs and schedules on contracts requiring validated cost schedule control system. This will include performing perform Earned Value Metric (EVM) tasks such as Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development, and analysis of estimates to complete.
- Analyze variances/trends and develop new methods and process techniques; Work under very general supervision while completing numerous assignments per schedule and elevating potential issues to ensure proper management focus.
- Support audits and reviews requested by programs, customers, and company management, fact-finding and negotiation support
- Perform analysis and prepare reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines
- Perform Earned Value Metric (EVM) tasks including Work Breakdown Structure (WBS) development, budget baseline, cost risk analysis/ assessment and visibility reports, development and analysis of estimates to complete

Basic Qualifications:
- Bachelor’s degree with 8 years of professional experience – OR – Master’s degree with 6 years of professional experience – OR – PhD with 4 years of professional experience
- Will consider an additional 4+ years of experience in lieu of degree
- No clearance required to start
- Experience with financial analysis or reporting
- Earned Value Management (EVM) experience
- Experience with MS Office Suite
- Experience with financial systems including cost performance reporting and analysis
Preferred Qualifications:
- Degree in Finance, Economics, Accounting or Business Administration
- Defense industry experience
- Program Cost Control experience
- Experience with Cobra, Cognos, S4 Hana or SAP
- Experience with Financial Planning & Analysis (FP&A), Proposals, Cash Flow Models
- Experience as Lead Program Cost Control Analyst
- Understanding of Indirect Rate application
- Experience in training and mentoring junior team members
- Strong PC skills - specifically Excel proficiency (including pivot tables, Vlookup, and conditional formatting)

Primary Level Salary Range: $117,500.00 - $176,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
