The Senior Manager, Special Program Security will report directly to the Associate Director of Security for Naval Airborne Systems (NAS). This individual will lead a team of security professionals in a matrixed environment and oversee the execution of comprehensive security disciplines, including industrial security, communications security (COMSEC), and physical security. The Senior Manager will work closely with Cybersecurity counterparts and program stakeholders to ensure security requirements are integrated into program execution, enabling supported programs to meet contractual obligations while maintaining compliance with applicable U.S. Government regulations and Raytheon policies.
This leader will foster close collaboration with Raytheon program management and U.S. Government stakeholders to identify risks, resolve complex security challenges, and deliver practical security solutions in support of critical national defense initiatives.
This position is full time onsite.
What You Will Do
- Provide leadership and direction for Program Security operations, ensuring effective execution of security requirements in support of program objectives, contractual commitments, and mission needs.
- Lead, mentor, and develop a high-performing team of security professionals in a dynamic, matrixed environment by establishing priorities, assigning work, providing training and oversight, setting development goals, conducting performance assessments, and preparing formal performance evaluations.
- Interpret, implement, and oversee security requirements in accordance with DoD Manual 5205.07, 32 CFR Part 117, DoD 5200.02, DoD 5200.48, DoD 5105.21, Intelligence Community Directives, ICD 705, applicable customer guidance, and Raytheon policies.
- Provide expert security guidance across all phases of program execution, including capture, proposal development, Bases of Estimate, program start-up, execution, transition, and contract closeout.
- Partner with program leadership, Cybersecurity, Contracts, Engineering, Operations, Supply Chain, Government customers, and other stakeholders to integrate security requirements into program planning and execution while balancing compliance, risk, cost, schedule, and mission needs.
- Develop, coordinate approval for, and implement program-specific security documentation, including Standard Operating Procedures, Security Addendums, OPSEC Plans, Concepts of Operations, classification guidance, and other required program security artifacts.
- Oversee security operations for Special Access Program Facilities and Sensitive Compartmented Information Facilities in accordance with ICD 705 and applicable customer direction, including construction security packages, Fixed Facility Checklists, TEMPEST requirements, accreditation support, and ongoing facility compliance.
- Manage program security administration functions, including personnel access processing, clearance verification, visitor control, classified material control, document accountability, secure area operations, incident reporting, and inquiries related to program-specific security matters.
- Lead and support internal self-inspections, compliance reviews, and Government inspections; assess program compliance posture; identify trends and deficiencies; and develop, track, and execute corrective action plans.
- Identify, assess, and mitigate security risks that could impact program performance, customer commitments, regulatory compliance, or mission execution.
- Prepare, review, and deliver security-related briefings, reports, metrics, and leadership updates in support of program reviews, customer engagements, internal governance forums, and senior management decision-making.
- Analyze security performance metrics, identify opportunities for improvement, and implement continuous-improvement initiatives aligned with the Raytheon CORE operating system to standardize practices, reduce risk, and improve operational effectiveness.
- Prepare, review, and support security cost inputs, labor estimates, and proposal documentation for new business, program growth, and sustainment activities.
- Apply extensive knowledge of the National Industrial Security Program, Special Access Program environments, Sensitive Compartmented Information requirements, and customer-specific security expectations to ensure supported programs remain compliant and positioned for successful execution.
- Maintain eligibility for additional customer-required accesses in support of assigned program responsibilities.
Qualifications You Must Have
- Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience
- Experience leading security operations within Special Access Program and/or Sensitive Compartmented Information environments.
- Experience interpreting, implementing, and managing security requirements in accordance with the National Industrial Security Program, 32 CFR Part 117, DoD Manual 5205.07, ICD 705, applicable Intelligence Community Directives, customer security guidance, and company policy.
- Experience overseeing classified program security processes, including personnel security, visitor control, classified material control, document accountability, physical security, incident reporting, compliance reviews, self-inspections, Government inspections, and corrective action plans.
- Experience partnering with program management, functional organizations, Government customers, and security stakeholders to resolve security issues, mitigate risk, and support program execution.
- Experience preparing, reviewing, or supporting security documentation, briefings, reports, metrics, procedures, and customer-facing security deliverables.
- Experience using Microsoft Office products, including Word, Excel, PowerPoint, Outlook, and Teams.
Qualifications We Prefer
- Prior experience supporting high-visibility program execution in a complex, classified, or highly regulated environment.
- Experience with Agile lifecycle management tools, preferably Jira, to track actions, risks, deliverables, metrics, and program execution status.
- Raytheon Program Management Level 7 Certification or ability to obtain certification within 180 days of start date.
- Strong written and verbal communication skills, with experience presenting security status, risks, recommendations, and program updates to customers and senior leadership.
- Experience working with internal and external customers, including program leadership, functional stakeholders, Government security representatives, and customer counterparts.
- Experience in Industrial Security within the Naval Power Business Unit or a comparable classified program environment.
- Broad knowledge and skills within the SAP/SCI security discipline, including industrial security, personnel security, physical security, information security, classification management, and facility compliance.
- Experience supporting security requirements across the program lifecycle, including capture, proposal development, program start-up, execution, sustainment, and contract closeout.
- Experience with Earned Value Management principles, cost and schedule considerations, labor estimating, proposal support, and program performance reporting.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels.
