Northrop Grumman Mission Systems Sector is looking for you to join our team as a Contracts Manager 3 to lead The Emerging Capabilities Development (ECD) Business Unit Contracts team. This leadership role is based on-site in Linthicum, Maryland.
What You’ll Get to Do:
The selected candidate will report directly to the Senior Contracts Director for the Mission Next (MNX) Division.
Responsibilities Include:
Build and lead a team of highly motivated and effective contracts professionals, providing strong leadership, training, guidance, and career development to direct reports, including managers;
Develop and implement contracting initiatives to act with speed in a fast-paced proposal and contracting environment;
Administers contracts and guides team in all facets of contract administration support, including: compliance with contractual requirements, interprets contract requirements for program and functional leadership, drafts and transmits formal correspondence, coordinates submittals with all stakeholders, and reviews and executes contract modifications;
Leverage data analytics to drive compliance, timeliness, and inform business area decision-making;
Identify, develop, and recommend risk mitigation strategies to address complex issues;
Facilitates the proposal review process and ensures internal reviews are conducted in accordance with company policies and procedures; partners with P&E and the Capture team to create briefings for internal reviews;
Develop process improvements and cultivate new resources to drive efficiencies across the portfolio;
Ability to work independently and make independent decisions, ensuring high levels of collaboration with stakeholders and subject matter experts;
Excellent communication skills, both written and verbal, with the ability to use them in informing, presenting, and negotiating; and
Ability to travel 10% of time as required to support major programs

Basic Qualifications:
Bachelor’s degree from an accredited university and 8 years of experience in Contracts or a related field OR Master’s degree from an accredited university with 6 years of experience in Contracts or a related field
Experience with FAR and DFARS
Experience with defense contracts or subcontracts with a variety of contract types such as Cost Plus, Fixed Price, etc
Experience presenting to all levels of management
Experience negotiating and administering various government contract types of varying sizes and types of agreements
Experience using Microsoft Office including Outlook, Excel, Teams and PowerPoint
U.S. Citizenship required.
A current/active U.S. Government Secret clearance is required with the ability to obtain and maintain a U.S. Government Top Secret clearance
Preferred Qualifications:
Prior leadership experience with demonstrated ability to lead teams and develop talent
Prior experience working on fast-paced development proposals and contracts, including creativity to drive new contracting solutions
Experience working with complex problems while minimizing risk to the Corporation
Prior experience with Other Transactions (10 U.S.C. 4021)

Primary Level Salary Range: $152,300.00 - $228,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
