Collins Aerospace is seeking a CBL Program/Training Director, to manage the Modelling and Simulation (M&S) lab engineering & training team, able to support a three (3) month initiation and training period in the UK followed by a four (4) year assignment in Abu Dhabi, United Arab Emirates (UAE).  This position is in support of a long-term communications systems modelling and simulation (M&S) laboratory and academics program.

As this role is primarily based in the UAE, the candidate must successfully complete all required background and pre-hire immigration checks and be eligible to obtain the right to work and reside in the country. The company will support the candidate through the relevant application process. 

Due to the nature of the program to remain ITAR free this position is NOT available to US candidates. 


Role Overview:

The Collins Aerospace Program/Training Director shall manage and provide Collins Subject Matter Expert (SME) M&S and software development support, and training delivery for the following areas: 

  • Lead a 4-person team of SMEs providing academic instruction, staff development, and co-development support for M&S projects and software development 

  • Conduct training for the Connected Battlespace Lab (CBL) Foundations Course  

  • Provide technical project leadership and systems engineering development (SME) supporting the CBL laboratories  

  • Support the installation of the Connected Battlespace Lab (CBL) at a UAE site 

  • Lead a Training Needs Analysis (TNA) and the design/development of the knowledge transfer and mentoring program for the UAE CBL  

  • Teach select courses in systems engineering, M&S design and development, technical project leadership and execution, etc.  

  • Provide a global understanding of the design, development, and implementation of small projects performing M&S analysis of communications systems  

  • Facilitate knowledge transfer to CBL Emirate personnel through co-development and execution of M&S projects and mentoring during on-the-job-training (OJT)  

Primary Responsibilities:

  • Manage the TNA and design/development for the UAE CBL knowledge transfer program 

  • Manage the implementation of the knowledge transfer and mentoring scheme 

  • Responsible as the in-country point of contact for Collins Aerospace CBL activities 

  • Manage Collins staff, CBL Foundations Course delivery and CBL lab projects 

  • Teach M&S systems engineering concepts and approaches as part of the CBL Foundations Course  

  • Provide students’ academic support and mentoring to ensure successful completion of the course  

  • Assess students’ understanding of M&S systems engineering topics and evaluate their proficiency  

  • Support the Instructional Systems Design process to develop and improve the course  

  • Perform in-lab M&S project design, planning, execution, and analysis alongside Emirati CBL Foundations Course graduates  

  • Conduct OJT and mentoring of apprentice level Technical Lead/Systems Engineers to improve their proficiency and grow their skills  

  • Manage execution of individual M&S projects  

  • Develop M&S project plans and objectives, select appropriate tools (e.g., Ansys, MATLAB, etc.), communicate M&S event objectives to the assigned team, facilitate the M&S effort, validate results, and provide SME inputs on the interpretation of results  

  • Manage the lab backlogs and perform planning; perform system-level upgrades; support maintenance of the lab equipment  

  • Review and advise on software development policies and procedures  

  • Work with reach-back support engineers and SMEs to gain and maintain expertise in CBL Foundations Course topics and co-development technical areas (e.g., M&S tools and techniques, communications systems, mission operations, emerging technologies, etc.)  

  • Other related duties as required (e.g., document Technical Lead/Systems Engineer (TL/SE) apprentices’ qualifications, perform system upgrades/maintenance, etc.) 

Essential Qualifications and Experience You Must Have:

  • Bachelor’s Degree in one or more of the relevant technical disciplines 

  • Qualified trainer recognised to Collins Aerospace or external industry standards 

  • Native English speaker or advanced proficiency in English  

  • Valid passport (or ability to get one)   

  • Ability to attain immigration and work permit authorisation for Abu Dhabi, UAE for four (4) years  

  • Eligibility to access UAE Ministry of Defence (MOD) locations 

  • Collins Aerospace program management experience 

  • Experience of Collins Aerospace procedures 

  • Systems development experience   

  • Military communications systems experience (e.g., datalinks, networks, radios, RF, etc.)  

  • Strong verbal and written communication skills in the English Language 

  • Demonstrated ability to lead technical teams  

  • Experience interacting with customer representatives and leadership 

  • Experience with teaching/mentoring junior technical personnel/students 

  • Experience in the classroom teaching and guiding students during self-guided learning  

  • Applied knowledge of M&S principles and practices in a communications systems related domain  

  • Demonstrated ability to conduct short-term studies, translate project requirements into model contexts, and coordinate with SMEs and stakeholders to meet M&S project objectives  

  • Ability to plan and lead the execution of M&S technical projects 

  • Ability to derive and specify clear requirements with measurable acceptability criteria for M&S projects 

  • Ability to assess and communicate the level of confidence / risk associated with M&S project findings 

  • Ability to present model and simulation designs, implementation architectures, and results to M&S professionals and senior decision makers 

  • Understanding of Arabic culture, sensitivity to the Islamic environment, and ability to effectively teach and work in the program’s environment  

Qualifications and Experience We Prefer:

  • Native speaker or advanced proficiency in the Arabic Language 

  • IT software (e.g., Microsoft Server) certifications   

  • Certified Modelling & Simulation Professional (CMSP) certification  

  • Systems Engineering related certifications  

  • Cybersecurity certifications  

  • Artificial Intelligence (AI) certifications / coursework 

  • Prince II or PMP Qualified 

  • Experience with scripting languages (e.g., Python, PowerShell 

  • Experience with Software Tool Kits (STKs), writing software adapters, use of AI agents 

  • Experience using MATLAB, Ansys, or other M&S software applications  

  • Familiar with agile software development  

  • Familiar with IT infrastructure software applications (e.g., MS Server) 

  • Ability to plan and lead the execution of highly complex communications systems/networks M&S technical projects 

  • Ability to develop and document mission threads  

  • Experience working in the Middle East and with native Arab cultures  

  • Military experience or military related programs 

  • Earned Value Management
