The Naval Power Finance Organization is seeking a Program Cost Controls Analyst, Principal Specialist (P3) to support the Tomahawk Recertification program. The Program Cost Controls Analyst will play a critical role in the setup and execution of multiple recertification contracts. The selected candidate will perform Earned Value requirements, financial analysis, forecasting, and cost controls critical, partnering closely with Program Management to sustain strong cost and schedule performance across a high‑visibility program with future acceleration efforts.
What You Will Do
- Prepare cost & schedule financial reporting, financial variance and performance analysis.
- Partner with the PM organization and program team to develop Estimate-at-Completion (EAC) and monthly Latest Revised Estimate (LRE).
- Maintain accurate records for Budget and EAC tracking.
- Provide financial guidance and collaborate cross-functionally with Engineering, Operations, Contracts, Supply Chain, and Program Management Office.
- Communication of forecast commitments to program team and communication of risk and opportunities to that plan to program leadership.
- Review EAC inputs, presentations, and proposals for accuracy and completeness.
- Review and analysis of EVM, Funding, and monthly status report Contract Data Requirements List (CDRLs).
- Collaborate with team members on Earned Value Management reporting and analysis.
Qualifications You Must Have
- Typically requires: A Bachelor’s degree in Accounting, Finance, Business, or a related field or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience.
- Experience in program cost controls, data analysis, financial planning & analysis (FP&A) or similar role.
- Experience with MS Office (Excel, Word, PowerPoint) advanced skills.
- The ability to obtain and maintain a U.S. government-issued security clearance is required.
- U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.
Qualifications We Prefer
- Experience with APEX, PRISM, Analysis for Office, SAP, or SAP Business Warehouse.
- Earned Value Certification and experience implementing and maintaining Earned Value Management.
- Proven ability to meet critical deadlines and support continuous process improvement.
- Strong analytical skills and demonstrated ability to proactively solve problems.
- Strong written and verbal communication skills, including the ability to brief leadership.
- Energetic self-starter with strong organizational skills and high attention to detail.
- Ability to operate independently and collaboratively in a fast-paced environment while managing multiple competing priorities.
- Ability to identify issues, propose solutions, and support implementation of corrective actions.

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels.
