This position is a key member of the Tactical Strike Execution Leadership team and will have the primary responsibility for providing compliant, on-time, production proposals to the USG. In addition to the proposal role, this position will act to align strategy to action and facilitate teams across the business. 

The individual will have to communicate with external parties not employed by RTX including customer base, suppliers, and other government employees. You will need to influence potential customers for purposes of growth to the business. You will enhance the development of the comprehensive proposal strategies, manufacturing plans/roadmaps, to include capacity expansion and investment requirements, advancement of next generation technology (e.g. StormBreaker Extended Range or Ground Launched), and promoting future growth for the program.

Responsibilities to Anticipate:

  • Primary responsibility is to lead the negotiation & definitization of the StormBreaker (SDBII) Lot 12 Contract and lead on-time and compliant response to the Lot 13 Request For Proposal, with an anticipated booking in 2027.

Secondary responsibilities will include:

  • Involvement in top priority proposals across the Tactical Strike portfolio to ensure cohesive business strategies and tactics for rapid proposal execution.

  • Work in close collaboration with estimating to manage the overall proposal processing matrix for all Tactical Strike proposals and will ensure all proposals are submitted on-time, or leadership engagement and involvement is solicited when there are key barriers or risks.

  • On average there are 10-15 active proposals in development and an additional 10-15 in the negotiations to contract award phase, each requirement cross-functional resource prioritization and alignment.

  • Assess and develop strategic approaches for potential multiyear production proposals, analyzing impacts across the broader portfolio, individual programs, and overall business objectives to ensure alignment with long-term growth and execution strategies.

  • Travel required per the demand of the program.

Qualifications We Require:

  • Typically requires a Bachelor’s degree and minimum 10 years of prior relevant experience, or an advanced degree in a related field and minimum 8 years experience.

  • Program execution or related program management experience.

  • Experience partnering with Supply Chain and Operations functions.

  • Proposal development experience such as Material Estimating, Product Estimating, Labor Estimating and/or Proposal Management.

  • Experience with the DoW acquisition environment and processes, along with USN, USAF and/or other service branches programs (large programs preferred).

  • The ability to obtain and maintain a Secret U.S. government issued security clearance.


Qualifications We Prefer:

  • Strong background in partnering in matrixed organizations such as finance, contracts, engineering, and the supply chain functions of proposal development, and building teams.

  • Experience in developing and executing detailed plans and schedules.

  • DoW environment Development experience.

  • Strong customer relationship building and partnership.

  • Strong understanding of exportability requirements and growth path to Foreign Military Sales.

  • Knowledge in strategic planning and ability to analyze and evaluate missions, requirements, technologies, and capabilities.

  • Proficiency in developing and presenting Executive Level Strategic Plans, Technology Roadmaps, and Planning to senior management, and responsibility for executing approved plans.

Relocation is not available for this role.

The salary range for this role is 132,400 USD - 251,600 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
