Job Description

The Business Execution Engineering organization supporting the Advanced Navigation business area at Northrop Grumman Mission Systems (NGMS) is seeking a Systems Integration & Test (I&T) Engineering Control Account Manager (CAM) to join our team in Woodland Hills, CA.

The Systems I&T Engineering CAM is responsible for planning, budgeting, executing, and reporting progress for a team of systems and test engineers. The primary focus is the development of test cases, procedures, and scripts for the latest M‑code–capable embedded GPS/Inertial Navigation System. This role ensures the integrity of integration and test processes and the timely delivery of high‑quality work. The selected candidate will work in a fast‑paced team environment alongside physicists, design engineers, and superconducting foundry engineers to help transition advanced technologies into fielded systems.

This position includes participation in planning and execution to successfully conduct system‑level qualification and requirements verification. The Systems I&T Engineering CAM will have Control Account Manager (CAM) responsibility, including cost and schedule management for the I&T work scope. In this role, the candidate will interface regularly with the Program Manager, Chief Engineer, System Architect, other engineering team leads, and the customer.

What You’ll Get to Do:

  • Serve as Control Account Manager for the I&T responsibilities
  • Oversee I&T planning and execution for the EGI‑M program, including
    • Environmental qualification to MIL-STD-810
    • Flight demonstrations and validation of navigation equipment
    • EMI qualification to MIL-STD-461
    • Software qualification
  • Identify and mitigate execution risks associated with I&T events on the program
  • Determine staffing needs for assigned scope and work with functional managers to adjust staffing as required
  • Present portions of the execution plan and status to the customer community and senior leadership
  • Collect, manage, and report program metrics and Technical Performance Measures (TPMs)
  • Coordinate among the System Architect, Chief Engineer, I&T IPT Lead, Software IPT Lead, Program Manager, and customer to ensure the integrity and executability of the technical baseline
  • Perform functional analysis, timeline analysis, detailed trade studies, and requirements allocation
  • Document and disposition hardware discrepancies, drive root‑cause investigations, and implement corrective actions
  • Travel a minimum of 10% (to customer, supplier, and other Northrop Grumman locations)

Basic Qualifications:

  • Bachelor’s degree in Electrical Engineering or a related STEM field with 8 years of relevant experience; or Master’s degree with 6 years; or PhD with 4 years
  • Experience with Risk and Opportunity Management
  • Knowledge of Earned Value Management (EVM)
  • Experience supporting Test Readiness Reviews (TRRs)
  • Experience measuring activity progress against baseline estimates
  • Ability to diagnose complex issues, lead problem‑solving efforts, and drive tasks to completion
  • Demonstrated teamwork and leadership on projects or teams
  • Strong written and verbal communication skills
  • U.S. Citizenship
  • Ability to obtain and maintain a U.S. Government Secret Clearance
  • Ability to work on‑site full‑time in Woodland Hills, CA

Preferred Qualifications:

  • Cost Account Management (CAM) certification and/or experience
  • Project Management Professional (PMP) or similar certification
  • Experience with IBM Rational DOORS and technical baseline management
  • Systems engineering experience on large, complex systems
  • Experience supporting test investigations and debugging efforts
  • Experience providing traceable verification artifacts to a requirements for a system
  • Experience developing Verification Cross-Reference Matrix (VCRMs)
  • Experience testing navigation hardware
  • Experience developing cost and schedule estimates for I&T activities
  • Strong track record of driving innovation and spearheading digital‑transformation initiatives in test workflows
  • Experience engaging external customers through meetings, presentations, and technical negotiations
  • Active U.S. Government Secret Clearance

Primary Level Salary Range: $142,200.00 - $213,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
