Raytheon is seeking a SubCPT (Cross Product Team) Lead - P4 to join the Cyber “Agile Release Train” (ART) supporting the radar product line, managing and executing scope related to cyber security sustainment and development. The SubCPT Lead role is responsible for the execution of Systems Engineering, Software, and Systems Integration and Test (SIT) scope for the Cyber ART. The lead is responsible for the management, coordination, and execution of the technical scope, cost, and schedule. The successful candidate will be expected to support proposal efforts in support of new business, as well as presenting the financial status and planning for the team and will work with both internal and external stakeholders.  They will also be responsible for staffing, discipline knowledge sharing, and technical development of the team members. This is an onsite position at Raytheon in Woburn, MA.

What You Will Do

  • Lead a team of engineers across multiple disciplines

  • Manage and coordinate execution of technical scope, cost, and schedule for cybersecurity development and sustainment activities

  • Establish meaningful and measurable goals

  • Communicate effectively with the Agile Release Train (ART) teams and other ART leadership

  • Develop and manage financial, schedule, and staffing plans for the teams and ART

  • Serve as the primary liaison between project teams and senior engineering leadership, participating in regular execution planning and status meetings

  • Ensure compliance with common processes across disciplines

  • Support new business efforts such as Basis of Estimate (BOE) development for proposals and Request for Information (RFI) responses


Qualifications You Must Have

  • Typically requires a Bachelor’s Degree in Science, Technology, Engineering or Mathematics (STEM) and 8 years of prior relevant experience

  • The ability to obtain and maintain a US security clearance prior to the start date. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance

  • Experience executing or overseeing cyber security engineering within a DoD development, integration or sustainment program environment

  • Experience leading a technical team while managing execution of technical, cost and schedule performance

Qualifications We Prefer

  • Knowledge of Endpoint Security Services (ESS), Assured Compliance Assessment Solution (ACAS) / Tenable Security Center, and Security Content Automation Protocol (SCAP).

  • Experience with IT and/or network and system security administration, including operating system security configuration and account management best practices for UNIX, MS Windows, and Red Hat Enterprise Linux

  • Experience in the implementation and business growth of SSE implementation throughout the entire life cycle

  • Cyber Certifications in accordance with DoDD 8570/DoDD 8140 such as CISSP, GSLC, CEH

  • Experience supporting the development of Risk Management Framework (RMF) documents and controls validation testing for Authority to Operate (ATO) authorizations

  • Understanding of DoD technology release and export licensing policies

  • Proven ability to interface with customers and lead technical solutions to complex user requirements

  • Prior experience with Missile Defense programs specifically in large, complex systems

  • Ability to understand radar systems technology in the areas of radar design and analysis

  • Earned Value Management System (EVMS) certified

  • Experience working within the Agile development practice

  • Experience developing basis of estimates (BOEs) and supporting proposal development

  • Experience supporting hiring activities, including interviews and staff planning

  • Hands on experience configuring and implementing cybersecurity tools

  • Experience with Atlassian tool suite (JIRA, Bitbucket, Confluence, etc)

  • Excellent communication, technical writing, oral presentation, and interpersonal skills

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
