Northrop Grumman Aeronautics Systems has an opening for a Staff Engineering Planning Analyst- Program Planning and Operations to join the team of qualified individuals. This position is located onsite, in San Diego, CA.

The ideal candidate will Lead and coordinate staffing and operational activities, including hiring, redeployment, and resource management across Vehicle Engineering/Software, Systems Engineering/Avionics, Test & Evaluation, and Product Support. Additionally, maintain operational cadences and monitors direct and indirect budgeting.

Key Responsibilities

  • Leads staffing/hiring/redeployment administrative tasks.

  • Represents the AISR&T Vehicle Engineering/Software, Systems Engineering/Avionics, Test & Evaluation, and Product Support departments in Weekly Staffing Meetings. 

  • Strategizes with the Program Leadership Team to implement solutions for all staffing challenges. 

  • Organizes and facilitates weekly functional and program staffing meetings. 

  • Tracks the start dates of incoming candidates. 

  • Pulls data, prepares charts, affirms status, projects status and devises go forward plan.  Supports University Relations and Recruiting (UR&R) activities with UR&R POC.

  • Leads development and implementation of employee development strategies and the associated tracking of training activities. 

  • Analyzes Training currency (who, what, when) to ensure that training certifications do not lapse.  Tracks ASTAR certifications and LX mandatory training compliance metrics and sends out e-mails to employees who are overdue.  Coordinates and reserves training facilities for training classes.

  • Leads development and implementation of EI&E processes, including the collection, reporting, and analysis of staffing, performance, quality, and other engineering metrics.

  • Drive common people processes across AISR&T Engineering teams; ensure execution of human resource management functions inclusive of staffing fulfillment, redeployment, and release processes; report status including analysis of program staffing, growth, skills projections, and direct labor rates (DLR).

  • Coordinate with EI&E leadership team, program, and other functional counterparts to achieve the AISR&T EI&E annual operating plan (AOP) and long-range goals and objectives

  • Provide support to technical training and skills development requirements through coordination and collaboration with CoTE and EI&E teams across AISR&T Engineering; coordinate skills development initiatives across all Engineering to influence outcomes

  • Coordinate proposal functional reviews and approval sign offs by all required AISR&T and EI&E stakeholders, as applicable

  • Coordinate, author, and deliver weekly and monthly status reports to EI&E Leads

  • Execute projects in support of AISR&T EI&E as tasked by the AISR&T EI&E Leads

Basic Qualifications:

  • Bachelor’s Degree with 12 years’ experience; Master’s degree with 10 years’ experience, PHD with 8 years’ experience related professional/military experience

  • Experience in functional leadership roles.

  • Must have the ability to obtain and maintain a US Government clearance and Special Access Program (SAP) within a reasonable amount of time as determined by business needs prior to employment

  • Experience in developing and managing processes across large organizations. Execute projects in support of AISR&T EI&E as tasked by the AISR&T EI&E Leads

  • Experience interfacing effectively with all levels of employees and Leadership.

  • Strong Microsoft Office skills (PowerPoint, Word, Excel).

Preferred Qualifications:

  • Strong Atlassian suite skills (Jira, Confluence)

  • Proven experience supporting an Engineering Section, Department, Assistant Department Manager and/or Staffing Lead

  • In-depth knowledge of the NGAS Engineering organization and its operation

  • In-depth knowledge and experience with the NGAS resource management process inclusive of staffing, redeployment, and release processes

  • Previous experience supporting broad initiatives led by VP, Director or DM

  • Excellent organizational, verbal, and written communication skills, as well as project management, analytical, planning and presentation skills

  • Experience developing and executing executive-level presentations and briefings.

  • Microsoft Teams experience.

  • Current and active DoD Secret Clearance and the ability to obtain and maintain Special Program Access.

Primary Level Salary Range: $161,000.00 - $241,400.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
