Based in Colorado Springs, CO, this role is essential to supporting the U.S. President, the Secretary of Defense, and combatant commanders at the strategic, regional, and operational levels of verification.
This position does not provide relocation assistance and requires on-site work with no remote options.
Position Overview:
The Command and Control, Battle Management, and Communications (C2BMC) program is a key component of the Missile Defense System. It is a vital operational system that enables the U.S. president, the Secretary of Defense, and combatant commanders at strategic, regional, and operational levels to plan ballistic missile defense operations systematically, collectively monitor the battle, and dynamically control networked sensors and weapon systems to achieve global and regional mission goals. C2BMC supports layered missile defense capabilities that enable an optimized response to threats across all ranges and flight phases. It serves as a force multiplier by networking, integrating, and synchronizing autonomous sensor and weapon systems and operations, both globally and regionally, to improve performance. C2BMC is essential for all ground and flight tests that verify and demonstrate the current and future capabilities of missile defense systems.
In this role, you will be involved throughout the project lifecycle, from development through testing to deployment. The Verification Test Lead will carry out test activities in accordance with program procedures, assist with resource planning, support Engineering Review Boards as needed, participate in Task Order and customer reviews, and gather and analyze metrics. This position requires daily technical and programmatic interaction with civilian, military, and contract personnel at MDIOC and Highway 83 LM Offices. It also involves active engagement in the Engineering Support ART, working closely with the Program Leadership for the C2BMC National Team and the MDA BC Customer.
Essential Functions:
Responsible for developing a cohesive test strategy across the C2BMC Task Orders and Capabilities
Working with their team to monitor a delivery from the release creation through testing in the TIL, developing the C2BMC Test Plan for the capability, and elevating challenges or findings through the proper channels
Will also coordinate with key partners during milestone design meetings, review and help resolve technical test issues, manage Verification and Test Risks, report Program Metrics and Verification Status, and collaborate with technical leads and product owners to ensure successful testing and verification
Utilizing the C2BMC (Command & Control, Battle Management, and Communications) system to support Agile Product Teams and the I&T functional area with hardware, software, and system-level verification and validation testing
Defining the Overarching Test Strategy for Capabilities across the Program
Defining Risk Mitigation and providing Status of Risks
Presenting Verification Plan at Program Milestone Reviews
Presenting the Verification Status and Metrics to C2BMC and BC Leadership
Representing C2BMC NT in Test Working Groups to help define testing for capabilities across the C2BMC Program
Presenting the C2BMC Program with Verification requirements for Iteration Planning
Responsible for verifying inputs to proposals and Engineering Estimate activities; scheduling lab tests and installation activities; and coordinating with BMDSS (Ballistic Missile Defense Support Systems), Test Bed Contractor, Test Bed Lab Manager, and MDA BCX and the C2BMC NT Integration Team on spiral release installation and integration schedules in the test labs
Reviewing and providing technical feedback on Detailed Test and Analysis Procedures
Basic Qualifications:
Please list your current security clearance and IAT or relevant certifications on your resume, if applicable.
A Bachelor’s Degree in Computer Science, Software Engineering, Systems Engineering, Cybersecurity, Mathematics, Physics, or a related field from an accredited university, along with 8 years of experience; or a Master’s degree in a related field with 6 years of relevant work experience; or 12 years of relevant work experience may be considered as an alternative to a degree
Applicants must have a current, active in-scope Government-issued Secret security clearance at the time of application, which is required to start
Applicants must have a current, active Government-Issued 8140 certification at IAT Level II or higher (such as Security+ CE, CCNA-Security, CySA+, CND, etc.) at the time of application, which is required to start. The candidate is responsible for maintaining their 8140 certifications throughout the entire contract period
Understanding the integration and testing of Command & Control systems, specifically related to basic architectures in the BMDS environment and emphasizing C2BMC, including interfaces with external C2BMC elements
Daily use of computers with Windows, MS Office, or Linux products is a must
Shows understanding and experience in hardware and software verification and validation methods, including test reporting, regression testing, and analysis of test data
Able to manage multiple projects across teams
Capable of assisting test engineers in troubleshooting and analyzing test-bed configurations related to hardware, software, stimulus, and Information Assurance issues or functionalities
· Capability to consolidate input from various team members into a technical report for the customer, deliver presentations in public forums, and address relevant questions
Preferred Qualifications:
Previous C2BMC experience is strongly preferred
Experience in Agile Test-Driven Development
Knowledge of the integration and testing of Command & Control systems with applied relevance to basic architecture used in the BMDS environment and focused on C2BMC, including external C2BMC element interfaces
Experience in managing risks and opportunities
Experience with DOORS, JIRA, and Confluence, as well as test automation tools such as Gherkin and Cucumber
Knowledge of basic message formats such as TADIL-J, HTML, and ATOMS
Technical understanding of computer network systems, servers, VMs, and multicast techniques, including hardware such as firewalls, routers, switches, and blade servers

Primary Level Salary Range: $117,500.00 - $176,300.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
