Software License Manager
The Opportunity:
CACI is seeking a highly skilled Software License Management Senior professional to join our innovative IT Operations team and lead enterprise‑wide software asset management within a complex Department of Defense (DoD) environment.
In this strategic role, you will shape how software is purchased, governed, tracked, optimized, and reported across the organization. You’ll serve as the trusted expert for compliance, vendor negotiations, cost optimization, discovery tools, and DoD‑aligned SAM governance.

Responsibilities:
Software Asset Management Leadership
Develop and implement enterprise Software Asset Management (SAM) frameworks aligned with DoD IT policy.
Establish organization‑wide standards, tools, controls, and governance for software license management.
Advise leadership on procurement strategies, lifecycle management, and modernization opportunities.
License Compliance & Auditing
Maintain full compliance with license agreements, EULAs, vendor terms, and contractual commitments.
Conduct regular license audits, identify gaps, and execute remediation plans.
Prepare for and manage vendor audits to ensure readiness and minimize risk.
Track deployments, usage, entitlements, and reconciliation activities across on‑prem, cloud, and hybrid environments.
Software Inventory & Discovery Management
Build and maintain accurate, automated software inventories using SAM tools.
Maintain enterprise catalogs, approved software lists, and standardization efforts.
Implement discovery and inventory processes, ensuring seamless visibility and data integrity.
Cost Management & Optimization
Develop cost models, validate budget needs, and analyze year‑over‑year spending.
Identify opportunities for consolidation, rightsizing, and cost avoidance.
Support procurement actions, budget justifications, and strategic vendor negotiations.
Vendor & Contract Management
Manage vendor relationships and serve as the SME on licensing constructs and pricing.
Review licensing contracts and evaluate cost, risk, and value impacts.
Support negotiation and renewal cycles to secure favorable terms.
Ensure all licensing actions comply with FAR, DFARS, and federal contract requirements.
Reporting & Executive Communication
Produce high‑quality executive dashboards, status summaries, and briefing materials.
Communicate compliance risks, cost trends, forecasting models, and operational insights to DoD stakeholders and senior leadership.
Deliver monthly usage, compliance, and cost performance reports with accuracy and transparency.
Compliance & Quality Assurance
Ensure all SAM activities align with cybersecurity requirements and RMF controls.
Support DCAA/DCMA reviews and maintain audit‑ready documentation.
Validate that deployments meet DoD security guidelines and authorization standards.
Training & Mentorship
Develop SAM training, best practices, and enablement materials for teams across the enterprise.
Mentor junior analysts and cultivate a high‑performance culture focused on optimization and compliance.
Qualifications:
Required:
An active DoD Secret clearance.
Bachelor’s degree in IT, Computer Science, Business Administration, or related discipline.
ITIL Foundation certification (required).
15+ years of progressive IT experience, including 8+ years dedicated to DoD/Federal software asset management.
Proven expertise using SAM platforms such as Flexera, ServiceNow SAM, Snow License Manager, etc.
Deep knowledge of software licensing models (perpetual, subscription, cloud, enterprise agreements).
Demonstrated success managing vendor audits and supporting compliance reviews.
Experience managing licenses for enterprise apps, OS, databases, middleware, and cloud services.
Advanced proficiency with SAM tools, discovery tools, and CMDB/ITSM platforms.
Strong Excel analytical skills and experience with Power BI or similar BI tools.
Understanding of DoD IT lifecycle processes, contracting models, and reporting structures.
Excellent communication skills, including briefing senior leaders.
Strong analytical ability, problem‑solving expertise, and attention to detail.
Ability to influence stakeholders, manage priorities, and execute under tight deadlines.
Desired:
SAM certifications (IAITAM CSAM, CISAM, etc.).
Expertise with AWS, Azure, Oracle Cloud licensing models.
Experience crafting cost‑saving strategies and enterprise‑level licensing solutions.
Strong understanding of DoD cybersecurity frameworks and authorization processes.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
