Senior Service Agreement Analyst
Amentum is seeking a Senior Service Agreement Analyst for the Space Force Range Contract (SFRC).
This position is eligible for a hybrid telecommuting schedule.
Essential Functions
- Lead the enterprise, spanning locations from Patrick Space Force Base, FL to Vandenberg Space Force Base, CA, in establishing and managing a centralized Service Level Agreement (SLA) and Software Asset Management (SAM) capability responsible for agreements related to IT business systems, mission system hardware, software licensing, subscriptions, maintenance agreements, and third-party support services.
- Minimize the cost of SLAs, software licensing, maintenance agreements, subscriptions, and other recurring costs through supply chain optimization, software license management, strategic sourcing, and cost reduction initiatives.
- Forecast, manage, and track software licenses, subscriptions, SLAs, maintenance agreements, and third-party support costs at the Range Asset level, ensuring compliance, lifecycle management, and operational supportability.
- Develop and maintain policies, processes, and procedures for Software Asset Management (SAM), IT Asset Management (ITAM), SLA governance, and supply chain management activities.
- Ensure compliance with software licensing agreements, maintenance contracts, and vendor terms and conditions by maintaining accurate entitlement records, inventories, renewal schedules, and audit-ready documentation.
- Serve as the primary customer interface for SLA and software asset management matters, including leading recurring working groups with internal and external stakeholders focused on service performance, vendor management, asset governance, and compliance.
- Provide training, process documentation, and workflow development for inventory and asset management systems, with emphasis on software asset tracking, license management, and integration with procurement and supply chain functions.
- Review existing SLAs, software licensing agreements, maintenance contracts, and support subscriptions for applicability, utilization, compliance, and cost effectiveness while making recommendations for annual budgeting and strategic planning requirements.
- Evaluate and recommend solutions for new service agreements, software acquisitions, licensing models, cloud subscriptions, and modernization efforts to ensure alignment with operational, technical, and financial objectives.
- Manage software asset lifecycle activities including acquisition, deployment, utilization, renewal, reassignment, optimization, and retirement.
- Conduct software usage and consumption reviews to identify underutilized licenses, compliance risks, consolidation opportunities, and cost avoidance initiatives.
- Coordinate and support software vendor audits, internal compliance reviews, and asset verification activities to maintain audit readiness.
- Work closely with management to identify and mitigate potential challenges, including software compliance risks, license shortfalls, supply chain disruptions, schedule delays, budget constraints, and vendor-related issues.
- Provide input on project risks and opportunities, focusing on supply chain impacts, software licensing requirements, lifecycle considerations, and logistical constraints.
- Develop and present executive-level reports, dashboards, and briefings on software asset utilization, compliance status, SLA performance metrics, procurement forecasts, and cost optimization initiatives.
- Present information in formal settings to customers, senior leadership, and stakeholders regarding software asset management strategies, SLA performance, compliance posture, and organizational initiatives.
- Provide support across procurement, contracts, and subcontract administration functions as needed to meet SFRC mission requirements, including acquisitions, vendor engagement, contract execution, compliance activities, proposal support, supplier management, and other operational priorities to ensure continuity of service and program success.

Required Skills
- Knowledge and experience leading organizational change management initiatives.
- Strong understanding of Software Asset Management (SAM), IT Asset Management (ITAM), software licensing models, and lifecycle management best practices.
- Ability to lead cross-functional teams with diverse technical backgrounds in support of process improvement and governance initiatives.
- Experience analyzing software licensing agreements, vendor contracts, maintenance agreements, and subscription models.
- Strong procurement, vendor management, negotiation, and contract administration skills.
- Ability to work independently and collaboratively in a fast-paced, mission-critical environment.
- Demonstrated leadership, diplomacy, and the ability to influence stakeholders across multiple functional areas.
- Excellent written and verbal communication skills, including the ability to brief executive leadership, customers, and program managers.
- Strong organizational skills with attention to detail, prioritization, and time management.
- Ability to manage competing priorities and successfully navigate complex environments.
- Ability to anticipate issues, take decisive action, and resolve challenges while balancing customer, business, and compliance requirements.
- Strong analytical and problem-solving skills, including the ability to assess software utilization, licensing requirements, spend trends, and compliance risks.
- Advanced proficiency with Microsoft Office Suite, including Excel, PowerPoint, and reporting tools.
Required Experience
- Bachelor's degree in Supply Chain Management, Business Administration, Information Technology, Project Management, or a related field, or equivalent combination of education and experience.
- Master's degree in Engineering, Information Technology, Business Administration, or Project Management preferred.
- 8+ years of experience in supply chain management, procurement, software asset management, IT asset management, logistics, contracts administration, subcontract administration, or project management.
- Experience managing software licenses, subscriptions, maintenance agreements, and enterprise software assets.
- Experience performing market research, price analysis, software licensing evaluations, and Commercial Item Determination (CID) techniques.
- Experience preparing requests for quotes (RFQs), requests for proposals (RFPs), statements of work (SOWs), and acquisition documentation.
- Experience evaluating procurement bids, software agreements, vendor proposals, and contract requirements.
- Experience supporting software audits, compliance reviews, asset management programs, or governance initiatives.
- Experience interacting with software vendors, resellers, suppliers, and service providers.
- Experience working within government, aerospace, defense, or highly regulated environments preferred.
- Previous experience working with Federal Acquisition Regulations (FAR), including contract modifications, period of performance extensions, excusable delays, and change notifications preferred.
Additional Eligibility Qualifications
- Ability to obtain and maintain a DoD Secret Security Clearance.
- U.S. Citizenship required.
- Valid U.S. Driver's License required.
- Position may require travel up to 25%.
- Ability to work occasional non-duty hours, evenings, or weekends to support mission requirements.
- Ability to support geographically dispersed teams across multiple SFRC locations.
- Position may be assigned to Patrick Space Force Base, FL or Vandenberg Space Force Base, CA.
- Position eligible for telecommuting in accordance with company and contract requirements.
- Relevant certifications such as CSAM, ITIL, Certified Professional in Supply Management (CPSM), PMP, or related certifications are preferred.
Compensation Details:
$115,000 to $120,000 annually
