Senior Organizational Change Management (OCM) Specialist
The Opportunity:
Team CACI is seeking a highly accomplished and dynamic Senior Organizational Change Management (OCM) Specialist supporting the Department of the Air Force (DAF) Enterprise IT as a Service (EITaaS) Program to lead OCM efforts for our new and evolving capabilities.
In this crucial role, you will not only design overarching communication and change plans, but also create highly engaging, impactful, and easily understood directives for a diverse audience - including IT professionals, procurement teams, Air & Space Force Airmen and Guardians, and executive stakeholders. Your methods and materials will be crucial in driving widespread awareness and adoption of our new enterprise-level IT services and capability.
Responsibilities:
Join a high-performing, matrix-oriented OCM Team responsible for creating and implementing change management strategies and plans which maximize employee usage, drive faster adoption, and promote higher utilization across a wide range of modernized IT deliverables. This position is vital for the delivery piece of OCM operations covering other various project areas and service lines.
- Collaborate closely with OCM Team Lead and teammates while leading your area of responsibility directly alongside a service delivery Project Manager (PM)
- Apply structured methodologies and lead change management activities
- Apply change management process and tools to create strategies that support adoption of the changes required from introducing new modern IT development and deliveries
- Support the design, development, delivery, and management of business process reengineering and strategic communications efforts
- Design and execute change assessments
- Pre/post-assess the impact of changes
- Identify key stakeholders and stakeholder segments, conduct impact analyses, and assess change readiness
- Provide input, document requirements, and support the design and delivery of training and orientation programs
- Identify, analyze, and prepare risk mitigation tactics
- Consult, facilitate, and coach project teams. Ensure alignment of project communications with overall strategy and plans
- Use various communication media to aid the communication process and work with web teams and other technical resources to maximize the use of technology
- Align with OCM Training teammates by coordinating in-person or virtual, classroom courses, workshops, conferences, and seminars
- Seek-out, plan, and lead major information technology assignments and projects
- Possess and apply comprehensive knowledge across key tasks and high impact assignments
- Provide OCM technical leadership and cross-training to peers in areas of expertise
- Evaluate performance results and recommend major changes affecting short-term project growth and success
- Serve as a liaison between business and technical aspects of projects
- Plan project OCM stages and assess business and user adoption implications for each stage
- Monitor progress to assure deadlines, standards, and cost targets are met
- Perform complex thinking, task management, and mentor/grow others
- Able to act as daily point of OCM for Development Teams and customer leads
- Oversee daily activities of team; identifies and manages coordination with other teams
- Lead Sponsorship & Engagement activities; integrates with Governance and Relationship Forums
- Deliver OCM Status reports to team lead and teammates
- Perform Risk and Opportunity assessments
- Outstanding soft skills required daily; sound emotional intelligence, interpersonal communication, and anticipation of business and client needs.
Qualifications:
Required:
- Currently hold an adjudicated Secret Clearance (or higher) or be able to obtain, and maintain
- 12+ Years of relevant experience (Bachelor’s degree in relevant field may be substituted for 5 years of relevant experience)
- Proven experience implementing OCM in Waterfall/AGILE and hybrid environments
- Able to act as a resource to team members and participate in team and professional meetings
- Able to act as an OCM liaison between Release and Deployment teams
- Experience tracking and assessing data analytics based on speed of adoption, proficiency, and utility metrics over time
- Able to identify and offer improvements and enhancements to OCM processes, analyses and methodology and change implementation
- Flexibility is key – the environment is highly dynamic. You will be expected to keep up with multiple changes while ensuring a high level of operational effectiveness and professionalism
Desired:
- Prosci® Certified Change Management Practitioner
- Experience with IT Asset Management (ITAM) tools and platforms (e.g., ServiceNow® ITAM, Flexera, etc.)
- ITIL (V4 or 5) familiarization and understanding
- Understanding of IT service management (ITSM) concepts, ITIL frameworks, and IT infrastructure
- Certifications in Instructional Design (e.g., CPLP, ATD certifications), Project Management (PMP), or IT (e.g., ITIL Expert, ServiceNow® Certified Implementation Specialist – ITAM, etc.)
- Experience operating in an Agile development environment

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:
