Senior Manager, Senior Counsel – Consumer Protection & Digital Strategy
Capital One’s Legal Department is seeking a high-performing attorney to serve as a strategic advisor on consumer protection and digital innovation. In this pivotal role, you will navigate complex regulatory landscapes to drive enterprise-wide strategy, providing expert legal counsel in a high-impact, collaborative environment that values creative problem-solving and proactive risk management.
The Role
As a lead enterprise Subject Matter Expert (SME), you will be an authoritative voice on consumer protection risk, influencing outcomes across business teams, Compliance, and the broader Legal Department. You will partner closely with Brand Marketing and Product teams to build the legal framework for next-generation digital experiences, ensuring that our messaging and personalization infrastructures are both innovative and legally sound.

Responsibilities of the role include:
Providing strategic legal advice on consumer protection risks throughout the customer lifecycle, from acquisition to account management;
Analyze and mitigate UDAAP risks identified through monitoring and testing, providing clear, actionable guidance to Compliance and Legal partners.
Advising on digital initiatives, including electronic disclosures, digital signature platforms, and website/app terms and conditions;
Drive enterprise-level standards by leading the development and update of Legal UDAAP and Consent frameworks.
Provide proactive leadership on emerging regulatory trends, ensuring Capital One remains at the forefront of consumer protection innovation.
Ensuring timely identification, mitigation, resolution and reporting/escalation of existing and emerging legal issues and risks;
Supporting the development, communications, and rollout of new or any changes to current products, services, and other innovations impacting customers;
Identifying opportunities for and leading related projects to drive innovation in the consumer protection area; and
Building and maintaining effective working relationships with internal and external stakeholder groups.

Skills enabling provision of innovative and well-grounded advice that clearly identifies and describes legal risks presented and presents options to mitigate risks that balance regulatory risks and business needs, particularly when the law is unclear;
Ability to think creatively about how to most effectively and efficiently deliver legal advice and improve current processes, individually and as a team;
Excellent verbal and written communication skills with the ability to influence others;
Ability to work effectively in a rapid change environment, with minimal supervision, while managing large volumes of work including complex legal issues that may arise suddenly;
Demonstrated ability and desire to be a team player, who fosters meaningful relationships with colleagues and clients, and is seen as a trusted advisor and critical business partner;
Intellectual curiosity, a desire to learn new areas of law, and an interest and an ability to analyze and interpret laws, regulations, and other source documents covering many different areas of the law; and
Strong interest and proficiency in the use of modern technology, and with strong analytical, organizational, and prioritization skills.
Basic Qualifications:
Juris Doctor from an accredited law school
Active member in good standing of at least one state bar
At least 4 years of experience as an attorney in a law firm, in-house legal department, or government agency
Preferred Qualifications:
2+ years of counsel or compliance experience with consumer finance laws, regulations, and disclosures, especially marketing and UDAAP/UDAP laws and regulations
In-house, corporate legal experience
Comprehensive knowledge of federal and state consumer protection laws and regulations affecting the financial services industry;
Financial services industry knowledge and expertise, including experience with business and/or consumer regulatory requirements relating to auto loans, credit cards, lines of credit, loans, and other banking products and services
Experience counseling clients on digital initiatives and/or innovation
Experience with Google Workspace

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.
McLean, VA: $200,700 - $229,100 for Sr. Manager, Sr. Counsel
Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.
This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI).
