Recreation Services Manager

Amentum is seeking a Recreation Services Manager to support a unique US Navy program on the island of Diego Garcia. The Recreation Services Manager is responsible for managing and overseeing all morale, welfare, and recreation (MWR) programs and activities, ensuring compliance with safety standards, customer service expectations, and operational goals. This role includes supervising recreational staff, coordinating events,
and maintaining program excellence.

Job Responsibilities
· Manage resale operations and recreational programs to ensure they meet the needs of the military community on the installation.
· Ensure compliance with CNICINST 1710.3 - Chapter 1, Section 114, which governs the handling and storage of hazardous materials, and maintaining current CPR certification for all relevant personnel.
· Train employees in customer service standards equivalent to the Navy’s MWR Star Service, Achieving Extraordinary Customer Relations (AECR) course.
· Be readily available during regular working hours and ensure availability or that of a designated alternate within one hour for emergencies or contingencies.
· Act as a certified American Red Cross Lifeguard Training Instructor, providing training to designated personnel as required.
· Proficiently officiate sports, including but not limited to Soccer, Basketball, Volleyball, Softball, and Flag Football, and ensure the quality and fairness of all MWR-sponsored sports leagues and tournaments.
· Organize and promote diverse recreational events and activities for installation personnel and families, ensuring engagement and participation.
· Collaborate with various stakeholders to maintain and promote MWR programs, enhancing morale and welfare initiatives.
· Monitor and document the use of MWR facilities and services to ensure operational effectiveness and compliance with Navy guidelines.
· Oversee budgets, financial records, and facility resources to allocate funding and maintain fiscal responsibility.
· Perform other job-related duties as assigned that are consistent with the nature and level of the position.

Required Qualifications
· A four-year degree from an accredited college or university with a major study in one or more recreation, sports management, business administration, or a related field.
· Alternatively, three (3) years of general experience demonstrating successful knowledge and application of the goals, principles, methods, and techniques of recreation, alongside an understanding of the interests and motivations of individuals and groups.
· A minimum of five (5) years of specialized experience in roles such as an NF-4 with a Non-Appropriated Funds Instrumentality (NAFI) or a middle manager role in a similar civilian operation.
· Certified American Red Cross Lifeguard Training Instructor.
· Proficient in officiating sports such as Soccer, Basketball, Volleyball, Softball, and Flag Football.
· Strong leadership and organizational skills to manage multiple programs and provide effective oversight of recreational staff.
· Must be able to successfully complete and maintain all required training and certifications, including MWR Star Service/AECR, HAZMAT, CPR, First Aid, and local emergency procedures training, with annual recertification as required.
· Must be in possession of a valid passport and be able to travel internationally.
·Passport must be valid for a minimum of one (1) year or more at the time of hiring.
· Ability to obtain country-specific visas per the U.S. Department of State Foreign Clearance Guide.
· Ability to successfully pass contract medical requirements and maintain
requirements for the duration of deployment.
· Must be able to obtain and maintain facility credentials/authorization.
· Must read, speak, and comprehend English to the extent that they can perform the contract requirements and comply with installation emergency procedures.

Preferred Qualifications
· Master’s degree or advanced education in Recreation, Business Administration, or a related field.
· Previous experience managing large-scale recreational activities in military or civilian facilities.
· Knowledge of Navy MWR program standards and operational mandates.
· Familiarity with recreational program management in OCONUS (Outside the Continental United States) or austere environments, particularly in a multi-national workforce setting.
· Exceptional interpersonal, communication, and problem-solving skills.

Working Environment

This position is located on Diego Garcia, British Indian Ocean Territory (BIOT), a remote overseas location supporting U.S. Government operations. Employees may work in office, industrial, warehouse, port, airfield, and outdoor environments and may be exposed to high temperatures, humidity, inclement weather, noise, dust, and uneven terrain. Work
schedules may include evenings, weekends, holidays, and extended hours based on operational requirements.
Physical Requirements
Requirements may include prolonged sitting, standing, walking, climbing stairs, lifting up to 25 pounds regularly and 50 pounds occasionally, and working in both indoor and outdoor environments. Must be able to meet all medical, security, and deployment requirements associated with assignment to a remote overseas location.
