OCONUS-Iraq-Baghdad Manager Full-time

The Program Property Manager will be based at an Amentum site in Iraq and serve both the Operations and Maintenance Support Services (OMSS) and the Baghdad Life Support Services (BLiSS) contract in support of the U.S. Department of State. This position will be responsible for ensuring that Government property is properly identified and tracked from acquisition to disposition.  The property Manager will collaborate with and report to the Program Logistics Manager to schedule and resolve inventory discrepancies.  The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.   

DUTIES:

  • Provide information and materials to these divisions as necessary to ensure adequate and legal documentation. 
  • Ensure Property Department compliance with Property Management and Control Procedures. 
  • Conduct random compliance audits on all sites/departments in Iraq. 
  • Develop and execute corrective action plans for audit deficiencies and inventory accountable property. 
  • Mentor lower-level Property Staff and custodians in proper process and procedures as they relate to Government Property. 
  • Identify problem areas and recommends viable solutions. 
  • Perform physical inventories of Government Furnished Property (GFP) and Contractor Acquired Property (CAP), as directed by the Property Management and Control Procedures and or the Logistics and Property Manager. 
  • Ensure Government Property Identification numbers (GP) are properly assigned, prepare required schedule, and assist with identifying Lost, Damaged, & Destroyed property as well as excessive consumption. 
  • Work closely with Property Custodians to ensure overall accountability of assets. 
  • Track and record movement of all types of Government property.  This includes movement from one point to another within a contractor’s facility, movement between facilities, for any purpose, and protection during movement. 
  • Conduct country-wide Property Training on yearly basis as well as establishes training plan for new hire employees and refresher training. 
  • Ensure compliance with Federal Acquisition Regulation (FAR), Statement of Work (SOW) and Standard Operating Procedures (SOP). 
  • Develop processes and desktop procedures to maintain continuity of job performance. 
  • Audit logs and status records to ensure completion of lost, damaged, or destroyed items.
  • Check LTDD packages for accuracy and completion. 
  • Perform additional duties and projects as qualified to perform as assigned.
  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority in the workplace. 
  • Comply with all Environmental Health & Safety and Quality Assurance requirements and goals.  

REQUIRED:

Minimum Acceptable Experience Level: Five years’ experience with overseas Government contracts. Department of State contracts strongly preferred. 

Knowledge, Skills, and Abilities:

  • Knowledge of FAR and industry leading practices regarding government property.  Ability to clearly and concisely articulate services/requirements in writing. 
  • Ability to articulate in a clear and concise manner with Management and Trades Departments daily. 
  • Ability to demonstrate analytical and researching skills. 
  • Ability to perform the technical requirements efficiently and effectively. 
  • Ability to define problems, collect data, and propose solutions. 
  • Ability to read, interpret, and follow all Amentum/Logistic Management procedures, policies, and guidelines. 
  • Ability to effectively present information and respond to questions.   
  • Excellent organizational and time management skills, with ability to prioritize effectively and work with a sense of urgency. 
  • Ability to lift materials and equipment weighing up to 50lbs. 
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules. 
  • Understanding how inventory affects comp 
  • Knowledge of principles and processes involved in supporting contract responsibilities at an overseas facility. 
  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules. 
  • Cross-cultural sensitivity with an international perspective. 
  • Excellent organizational and time management skills. 
  • Computer skills, specifically in Microsoft Word and Excel. 
  • Ability to become an active and functioning member of a team. 
  • Ability to be innovative and be an agent for change. 
  • Expert communication skills to facilitate and disseminate information. 

Education:

  • An undergraduate degree is preferred but can be replaced with additional years of Government Property Administration.  

Licenses and Certifications:

  • Valid drivers’ license from Home of Record. 
  • NPMA Certification or ability to obtain within one year

Security Vetting:

  • Possessing a Moderate Risk Public Trust (MPRT) or be able to obtain a favorable MRPT certification prior to being hired is required.   

Language Skills:

  • Sufficient English proficiency to meet job requirements and to adhere and comply with safety, health, and security measures. 

Medical:

  • Successfully complete and pass the medical and dental examinations as required by Amentum and our customer for deployment to Iraq. Must maintain physical and dental requirements for duration of deployment.  

DESIRED:

·Previous out of home country experience and previous work experience in harsh environmental conditions are a plus. 

·Experience working with Amentum.

 WORKING AND LIVING CONDITIONS:

This position may be in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120- 130 degrees Fahrenheit/50- 55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
