The Opportunity:
Program Manager and Senior Leader Command, Control, and Communications (C3) Systems Staff Action Officer supporting the Department of War (DoW) Chief Information Office (CIO) National Leadership Command Capabilities (NLCC) Management Office (NMO) located in the Pentagon.


Mission: As a Program Manager Lead a technically proficient team dedicated to modernizing and improving critical communications and IT systems to ensure national security mission success. As a SLC3S SME consolidate Senior Leader operational mission requirements, identify shortfalls and interoperability issues, assessing equipment performance issues, and exploring future communications improvements.


Day-to-Day Focus: Acting as an Action Officer, drafting executive correspondence, driving modernization strategies, and managing day-to-day program delivery in a fast-paced environment


Responsibilities:

  • Be comfortable working in a High-Stakes Environment: Operating inside the Pentagon means managing high-visibility tasks with zero room for error. Real-world events directly dictate the daily operational tempo
  • Become a key member of the Pentagon's NMO assisting n establishing, tracking, and supporting Strategic Senior Leader Communications Mission.
  • Consolidate Senior Leader (President, Vice President, Secretary of War, Chairman of the Joint Chief of Staff, COCOM Commanders, etc.) operational mission requirements, identify communications capability shortfalls and interoperability issues, assessing equipment performance issues, and exploring future communications improvements.
  • Provide technical and analytical support for development of the NLCC ground, maritime, airborne, space and cyber infrastructure, facilities, and platforms.
  • Provide technical expertise in concepts, theories, practices, and techniques of engineering for information systems to extend and modify existing techniques and develop new approaches for use across the organization to improve the integration of technical processes.
  • Coordinate, schedule, and brief  GO/FO/SES level secure Video Teleconferences (VTC’s), Teams meetings, and ad hoc in person meetings to manage policy decision, track developing programs, track ongoing issues, and prepare for senior leader meetings.
  • Attend high-level DoD, meetings providing professional judgment and NLCC expertise on behalf of the government customer. Serving as the CIO’s representative focusing on on the SLC3S mission.
  • Support NLCC Program and Budget Review (PBR) Issue Teams: Assisting in the development, review, integration, and submission of issue papers. Conduct programmatic and portfolio financial analysis of Program Element resource profiles, joint capability areas, and program execution, necessitating access to detailed financial data across the enterprise.
  • Budget Certification Support to NLCC: Identify program baselines and Future Years Defense Program (FYDP) changes to support the DoW CIO's annual budget certification process.
  • Strong writing skills to Prepare CIO issue papers for inclusion in the annual Presidents Budget/Program Objective Memorandum cycles to acquire program funding, draft senior-level correspondence, and quality control NMO’s CATMS packages.
     

Qualifications:

  • Active TS/SCI clearance •Master's degree or equivalent
  • 15+ years of related experience
  • Proven track record of managing technical engineering or IT operations teams in support of the Department of Defense
  • Senior-level staff experience (OSD, Joint Staff, military department staff, military service staffs, CCMDs, component command staffs)
  • Knowledge of nuclear command and control (NC2) and nuclear command, control, and communications (NC3) systems
  • Exceptional writing and briefing skills •Ability to work independently with minimal supervision


Desired:

  • Staff Officer Background: Experience navigating Pentagon processes, drafting military correspondence, and translating complex technical plans into executive-level briefing packages

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$94,400 - $198,200
