We are hiring for a Principal Specialist, Sales Proposal Manager in Winston-Salem, North Carolina. This position is a crucial member of the Commercial Excellence & Strategy organization, Proposal Advancement & Decision Modeling team, and will work closely with Business Development, Engineering, Finance, and Program Management. The Proposal Manager will support Business Development in reviewing RFP/RFI requests, managing completion of proposal packages, and assisting in business pursuit strategy. The role requires strong communication skills and critical thinking. In addition, the Proposal Manager will require a robust investigative mindset and can work through efficiency improvements and opportunities as they present.

What You Will Do

  • Manage end‑to‑end Request for Proposal (RFP) and Request for Information (RFI) responses, from initial receipt through hand‑off to Program Management and Engineering

  • Prepare project financials and support management reviews and approvals

  • Partner with the sales team to develop project budgets, pricing strategies, and negotiation approaches

  • Coordinate with Engineering to analyze technical information, review product specifications, and develop proposal content

  • Analyze product cost information and prepare financial presentations

  • Work closely with Program Management and Engineering leadership to confirm and validate project schedules

  • Manage, review, and coordinate responses to customer inquiries

  • Support the Legal team in developing and preparing customer contracts

  • Identify and support efficiency improvements and business pursuit strategies

  • Perform additional duties as required

Qualifications You Must Have

  • Typically requires a University Degree and minimum 5 years prior relevant experience or an Advanced Degree in a related field and minimum 3 years of experience

  • Experience developing or managing proposal content

  • Experience working in Supply Chain or Finance preferred

The salary range for this role is 86,800 USD - 165,200 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Hired applicants may be eligible for benefits, including but not limited to, medical, dental, vision, life insurance, short-term disability, long-term disability, 401(k) match, flexible spending accounts, flexible work schedules, employee assistance program, Employee Scholar Program, parental leave, paid time off, and holidays. Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
