Raytheon is seeking a highly motivated and experienced Offensive Systems Engineering (OSE) Portfolio Program Manager to lead and support a dynamic portfolio of cutting-edge programs in the Advanced Technology business unit. This role will focus on delivering results across a mix of Internal Research and Development (IRAD) and Contract Research and Development (CRAD) initiatives. The candidate will help develop the portfolio strategic objectives, and work collaboratively with cross-functional teams, including engineering, business development, finance, and supply chain, to drive program success in alignment with these objectives.  This role is also responsible for managing infrastructure for AT, including room consolidation, network consolidation, security infrastructure, etc. This position is onsite based in Tucson, Arizona.

What You Will Do

  • Oversee the execution and delivery of a diverse portfolio of IRAD and CRAD programs, ensuring adherence to technical, cost, and schedule requirements. 
  • Serve as the primary point of contact for program execution, interfacing with internal stakeholders, customers, and partners. 
  • Strategic planning for portfolio growth and resource optimization. Varied examples include managing new business investment (NBI) budgets, strategizing customer engagements (internal and external), and strategizing human and technical resources across portfolio activities.
  • Develop and manage program plans, including defining objectives, milestones, budgets, and resource requirements. 
  • Drive risk management processes, including risk identification, mitigation planning, and continuous monitoring. 
  • Foster collaboration across technical and business teams to ensure alignment with program goals and customer expectations. 
  • Track program performance using metrics and provide regular updates to leadership on progress, risks, and opportunities. 
  • Ensure compliance with RTX policies, procedures, and contractual obligations. 
  • Support business development efforts by identifying opportunities for follow-on work, leading and contributing to proposals, and ensuring successful program transitions.
  • Grow and lead a program management team focused on individual efforts, mentoring them to provide comprehensive program coverage.
  • Provide strategic support as needed to peer organizations within RTX (resources, competitive intelligence, customer interactions, technology growth paths, etc.)


Qualifications You Must Have

  • Typically requires a degree in Science, Technology, Engineering, or Mathematics (STEM) and a minimum of 8 years of prior relevant experience,.
  • Experience managing IRAD and/or CRAD programs from initiation through execution. 
  • Experience managing cross-functional teams and driving results in a fast-paced, dynamic environment. 
  • Proposal experience.
  • Active and transferable U.S. government issued SECRET security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.


Qualifications We Prefer  

  • Active US Top Secret Security Clearance with Single Scope Background Investigation (SSBI).
  • Extensive proprietary activities network.
  • PMP (Project Management Professional) Certification.
  • Program Management Certification Level 5 or higher or the ability to obtain within 6 months of hire
  • Knowledge of emerging aerospace and defense technologies (e.g. - weapons operations, operational analysis, sensing, autonomous systems, advanced materials, AI/ML). 
  • Experience working with government customers and understanding of DoD procurement processes. 
  • Experience working across RTX sites.
  • Strong understanding of program lifecycle management, including technical development, cost estimation, and schedule planning. 
  • Excellent communication and presentation skills, with the ability to engage effectively with technical teams, leadership, and external stakeholders.

The salary range for this role is 107,500 USD - 204,500 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.

Specific benefits are dependent upon the specific business unit as well as whether or not the position is covered by a collective-bargaining agreement.

Hired applicants may be eligible for annual short-term and/or long-term incentive compensation programs depending on the level of the position and whether or not it is covered by a collective-bargaining agreement. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.

This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
