The Opportunity:

CACI is seeking a Principal Oracle Fusion Cloud HCM Functional Consultant to lead a module workstream on the OPM Modernization — one of the most significant federal HCM transformation efforts underway, migrating legacy HR systems to Oracle Fusion Cloud HCM for the U.S. civilian federal workforce. This is an exceptional opportunity to work on enterprise-wide COTS ERP SaaS solutions and enterprise data analytics in a state-of-the-art Agile environment, directly impacting the delivery of modern HR services to federal employees and their families.

At the T4 level, you own the functional design for one or more modules end-to-end, mentor mid-level consultants, and make configuration and design decisions grounded in federal HR policy. You will bring depth across multiple Fusion HCM modules and a solid command of Oracle Fusion Application Security — designing and validating Job, Data, and Duty role assignments and privileges.

Responsibilities:

  • Own functional design and configuration for one or more Fusion HCM modules — Core HCM, Federal HR, Absence Management, Time & Labor, Learning, or Benefits — from requirements through validation
  • Lead the translation of federal HR policy (Title 5, Title 38, GPPA, OPM regulations) into Oracle Fusion Cloud configurations, resolving ambiguity and documenting design rationale
  • Design and validate federal benefits configurations: FEHB, FERS, CSRS, TSP, and FEGLI
  • Design compensation structures supporting GS, SES, Wage Grade, Title 38 pay plans, and other federal pay systems
  • Design and validate Time & Attendance configurations including leave accruals, premium pay, AWS, and FLSA compliance
  • Design and validate Oracle Application Security models — Job/Data/Duty roles, privileges, and segregation-of-duties considerations — using the Security Console
  • Lead data migration validation for your workstream, reconciling converted data against source systems
  • Author and review functional test scripts; drive UAT and parallel payroll validation
  • Produce and govern functional documentation, configuration workbooks, and training materials
  • Partner with technical teams on integrations with federal systems (EHRI, eOPF, USA Staffing, payroll providers)
  • Provide subject matter expertise for federal HR policy interpretation and system design decisions
  • Mentor T3 consultants and review their configuration and documentation
  • Actively participate in and help facilitate Agile ceremonies including PI Planning, sprint reviews, and backlog refinement

Qualifications:

Required:

  • Bachelor's degree + 7 years of relevant experience (additional experience may substitute for degree)
  • 5+ years hands-on experience configuring Oracle Fusion Cloud HCM (or comparable Oracle EBS HR) with demonstrated module ownership
  • Depth in at least one, and working knowledge of two or more, functional domains: Core HCM, Federal HR, Benefits, Compensation, Absence Management, Time & Labor, or Learning
  • Solid working knowledge of federal HR regulations, policies, and procedures, including Title 5 and Title 38 pay authorities
  • Hands-on experience designing/validating Oracle Fusion Application Security (Job, Data, and Duty roles; privileges; Security Console)
  • Strong analytical skills with proven ability to translate complex business requirements into technical configurations
  • Excellent written and verbal communication skills
  • Must be able to obtain and maintain a Public Trust clearance (US Citizenship required)

Desired:

  • Oracle HCM Cloud certification (one or more functional domains)
  • Direct experience with federal HR programs: FEHB, FERS/CSRS, TSP, FEGLI, GS/SES pay tables, Title 38 pay
  • Experience with SF-50 processing, GPPA requirements, or OPM reporting
  • Working knowledge of Oracle tools: FSM, HDL/HSDL, HCM Extracts, OTBI, BI Publisher, Security Console
  • SAFe Agilist or other Agile certification
  • Prior experience on DoD or federal civilian agency HCM implementations
  • Active Secret clearance or higher

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$103,800 - $218,100
