The Opportunity:

CACI is seeking an Oracle Fusion Cloud HCM Functional Subject Matter Expert to provide cross‑module design authority for the OPM Modernization Program—one of the most significant federal HCM transformation initiatives underway. This modernization effort is migrating legacy HR systems to Oracle Fusion Cloud HCM for the U.S. civilian federal workforce.

This role offers a unique opportunity to shape enterprise‑wide SaaS HCM configurations, influence federal HR policy translation, and guide the implementation of modern HR services supporting federal employees and their families. You will define functional direction across modules, establish security architecture, and safeguard the enterprise design while partnering closely with government stakeholders and implementation teams.


Responsibilities:

  • Provide functional design authority across Core HCM, Federal HR, Absence Management, Time & Labor, Learning, and Benefits, ensuring consistency across all modules.

  • Translate federal HR policy—including Title 5, Title 38, GPPA, and OPM regulations—into Oracle Fusion Cloud configuration decisions; adjudicate requirements and resolve functional conflicts.

  • Guide the design of federal benefits programs such as FEHB, FERS, CSRS, TSP, and FEGLI.

  • Establish compensation and pay architecture supporting GS, SES, Wage Grade, Title 38 pay plans, and other federal workforce pay systems.

  • Govern Time & Attendance solution design including leave accrual rules, premium pay, AWS, and FLSA compliance.

  • Own the Oracle Fusion Application Security architecture, including Job, Data, and Duty roles, privilege modeling, segregation‑of‑duties controls, and Security Console governance.

  • Define data migration validation strategy and approve approaches for reconciling legacy source systems.

  • Set functional testing strategy for UAT and parallel payroll validation; approve test coverage for all modules.

  • Govern standards for functional documentation, configuration workbooks, and training material development.

  • Direct integration design with federal systems such as EHRI, eOPF, USA Staffing, and payroll providers in collaboration with technical architects.

  • Serve as the primary subject matter expert for federal HR policy interpretation and enterprise HR system design.

  • Mentor functional consultants, review design artifacts across modules, and provide guidance on design coherence.

  • Participate in Agile ceremonies including PI Planning, sprint reviews, and backlog refinement; influence roadmap priorities.


Qualifications:

Required: 

  • Ability to obtain and maintain a Public Trust clearance (U.S. Citizenship required).

  • Bachelor’s degree and 10+ years of relevant experience (additional experience may substitute for degree).

  • 7+ years of hands‑on experience configuring Oracle Fusion Cloud HCM (or Oracle EBS HR) including cross‑module leadership on enterprise implementations.

  • Expertise across multiple HCM functional domains: Core HCM, Federal HR, Benefits, Compensation, Absence, Time & Labor, and/or Learning.

  • Deep knowledge of federal HR regulations and pay systems including Title 5, Title 38, and associated authorities.

  • Proven experience designing and governing Oracle Fusion Application Security, including role design, privilege management, least‑privilege models, and segregation‑of‑duties.

  • Strong analytical skills with experience translating enterprise HR requirements into coherent architectural solutions.

  • Excellent written and verbal communication skills, including experience leading discussions with executive stakeholders.


Desired:

  • Oracle HCM Cloud certification (multi‑domain preferred).

  • Experience with federal HR programs: FEHB, FERS/CSRS, TSP, FEGLI, GS/SES pay, Title 38 pay systems.

  • Extensive experience with SF‑50 processing, GPPA guidelines, and OPM reporting.

  • Proficiency with Oracle tools: FSM, HDL/HSDL, HCM Extracts, OTBI, BI Publisher, Security Console.

  • Advanced Agile certification (SAFe Agilist, SAFe Architect, or equivalent).

  • Experience supporting federal civilian or DoD HCM implementations.

  • Active Secret clearance or higher.

This position is contingent on funding and may not be filled immediately. However, this position is representative of positions within CACI that are consistently available. Individuals who apply may also be considered for other positions at CACI.

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$105,100-$231,100
