The Opportunity:

CACI is seeking an experienced Oracle Cloud Solution Architect to design and deliver the integration and data conversion solution for a federal HCM modernization program migrating legacy human resources systems to Oracle Fusion Cloud HCM. Working under the direction of the Program Technical Lead, you will translate technical strategy and implementation plans into detailed solution design and working, deployed software, and you will lead the development team that builds it.

This is a hands-on delivery role. The Program Technical Lead sets technical direction and manages overall delivery; the functional team owns module configuration and HR policy interpretation. You own the detailed design and construction of the integration and conversion solution, and you are accountable for delivering it into production. The successful candidate is a seasoned Oracle Cloud architect who designs the solution, directs the developers who build it, and personally leads the most complex technical work, with a demonstrated record of bringing Oracle Cloud implementations to successful go-live.

Responsibilities:

  • Translate the technical strategy and implementation plans provided by the Program Technical Lead into detailed solution designs for the integration and data conversion workstream

  • Design, develop, and deploy integrations between Oracle Fusion Cloud and federal systems such as EHRI, eOPF, USA Staffing, and payroll providers using Oracle Integration Cloud and web services

  • Own the legacy-to-Fusion data conversion, including source-to-target mapping, load, and validation against source systems, through successive mock conversions to cutover

  • Direct the technical development team, assigning work, resolving impediments, and reviewing deliverables for quality and standards compliance

  • Perform complex development directly, including advanced SQL and PL/SQL, data extracts, and interface components

  • Provision and administer the OCI and PaaS environments that support the solution, including OIC, ATP, VBCS, and APEX instances and the associated compartments, users, and IAM policies

  • Partner with functional leads to translate approved functional designs into technical designs and field-level mappings, and identify where data model constraints affect design decisions

  • Ensure the solution complies with FedRAMP, agency security, and ATO requirements

  • Track technical progress, risks, and issues for the workstream, and report status to the Program Technical Lead with recommended courses of action

  • Provide technical estimates and design input for change requests and task orders

  • Execute system integration testing, support user acceptance testing, and run mock conversions and cutover activities, confirming technical readiness at each milestone

  • Produce and maintain technical design documentation, interface specifications, and conversion plans

Qualifications:

Required:

  • Bachelor's degree and 10 years of relevant experience. Additional experience may be substituted for degree.

  • 10 or more years architecting and delivering Oracle ERP or Oracle Cloud solutions, including full lifecycle Oracle Cloud implementations

  • Demonstrated record of delivering Oracle Cloud implementations to production go-live as the accountable solution architect

  • Strong command of the Oracle Cloud data model, with the ability to design integrations, extracts, and conversions against an unfamiliar schema

  • Advanced SQL and PL/SQL development skills

  • Hands-on integration experience on Oracle PaaS, including OIC, ATP, VBCS, and APEX

  • Experience leading data conversion, including mapping, load, validation, and reconciliation against source systems

  • Hands-on OCI administration, including compartments, users, IAM policies, and instance provisioning

  • Experience directing technical development teams

  • Prior delivery on U.S. federal programs, including familiarity with FedRAMP and federal security requirements

  • Strong written and verbal communication skills

  • Must be a U.S. Citizen and able to obtain and maintain a Public Trust clearance

Desired:

  • Oracle Cloud certifications in Application Integration, Oracle Cloud Infrastructure, or Autonomous Database

  • PMP certification

  • Master's degree in a related technical discipline

  • Exposure to the Oracle HCM data model and associated tools, including HCM Extracts, HDL and HSDL, and Security Console

  • Experience with federal HR data exchanges such as EHRI, eOPF, or USA Staffing

  • Experience with Oracle E-Business Suite Federal Financials or Federal HR, and EBS to Fusion migration

  • SAFe Agilist or other Agile certification

  • Prior experience supporting DoD or federal civilian agency programs

  • Active Secret clearance or higher

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$131,800 - $290,000
