Responsibilities:

  • Integrates OPSEC considerations into OIE and IW planning.

  • Develops and implements OPSEC plans, policies, and procedures to protect critical information

  • Reviews operational plans, products, content (to include public affairs releases) to identify critical information vulnerabilities and recommend mitigation measures across planning and execution.

  • Advises planners on FOIA implications and disclosure risk, ensuring information activities and documentation remain compliant while preserving operational advantage.

  • Supports assessment and refinement of OIE/IW activities by evaluating OPSEC effectiveness and adjusting protection measures based on evolving threat conditions.

  • Coordinates OPSEC assessments and vulnerability analyses

  • Processes FOIA requests in accordance with DoD regulations, federal law, and policy within statutory deadlines

  • Coordinates with legal counsel, subject matter experts, and other agencies to resolve complex FOIA disclosure issues

  • As required, researches and retrieves documents from databases, records systems, and file repositories in response to FOIA requests

  • Prepares reports, briefings, and recommendations for senior leadership on OPSEC posture and FOIA compliance

  • Coordinates OPSEC training and awareness programs for military and civilian personnel

Qualifications:

Required:

  • Bachelor's degree in Security Management, Information Management, or other relevant field

  • TS/SCI clearance

  • Completion of formal OPSEC Level II Training or higher

  • 5 years of experience planning, coordinating or integrating OPSEC in support of military planning at the CCMD, Service Component Command, Joint Task Force or equivalent HQ

  • Understanding of DoD Information Security Program (per DoDM 5200.01) and classification guidelines

  • Demonstrated experience developing and implementing OPSEC programs

  • Experience processing FOIA or Privacy Act requests in a government or DoD environment

  • Demonstrated experience in military planning processes including Joint Planning Process (JPP), military decision-making process, joint targeting process, and/or military campaign planning

  • Proficient knowledge of FOIA exemptions (5 U.S.C. § 552(b)), Privacy Act, and relevant Executive Orders

  • Demonstrated experience preparing and delivering written and oral products to senior/executive decision makers.

  • Proficiency with Microsoft Office/365 Suite and records management systems

Desired:

  • Demonstrated experience as an OPSEC Program Manager for a two-star level command or higher

  • 3 years experience working in the CENTCOM AOR in support of OIE, IW and/or SOF

  • Completion of one or more of the following Courses: OPSEC Analysis Course, OPSEC Program Managers Course, Joint/Service MILDEC Course, Joint Information Planners Course (formerly JIOPC)

  • FOIA training or certification from DoW, Department of Justice, or recognized federal training program
    Defense Counterintelligence and Security Agency (DCSA) OPSEC Professional Certification

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$65,000 - $136,500
