As an Operations Program Manager – Level 3 located in Oxnard, CA, you’ll be a linchpin in missions of paramount importance, defining the art of the possible from day one.
This is a highly dynamic, interactive position. You will interact with numerous stakeholders including program management, systems engineering, flight hardware design engineers and logistical support services. Outstanding organizational and leadership skills are required to succeed in this role.
In this job, you will:
Creates and fosters a "One-team" approach working closely with value-stream leaders to ensure day-to-day activities achieve customer mission requirements, on-time and on-budget
Serves as the Control Account Manager (CAM) for manufacturing and operations on the program; responsible for measuring and reporting program performance
Accountable for cost and schedule performance; creates and communicates the manufacturing and operations plan and schedule for all assembly, integration, and testing activities
Represents manufacturing and operations on the risk board, and responsible for managing risk and opportunities
Identifying, allocating and managing program resources, including workforce planning in close collaboration with the value-stream functional leaders
Leads and coordinates mechanical, electrical, radio frequency, harness and quality assurance resources and activities on a given vehicle/program
Coordinates shared facility utilization for Test Planning (I&T bay, EMI Chamber, Structural Test Lab, TVAC Chamber, Mass Properties table)

Basic Qualifications:
Bachelor’s of Science degree with 14 years of professional experience – OR – Master’s degree with 12 years of professional experience
No clearance required to start
Experience working within multi-disciplinary organizations
Excellent written and oral communications skills and technical presentation experience
Expertise with CAM and Project Management roles & responsibilities
Expertise leading technical projects
Preferred Qualifications:
Experience working proposals and providing proposal inputs (pricing, basis of estimates, schedule, technical content)
Extensive experience within manufacturing, Integration & Test, and deployables
Experience leading cross-functional organizations
Demonstrated experience in ERP, MES, Lean Manufacturing and/or 5S type programs

Primary Level Salary Range: $175,400.00 - $263,200.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
