The Classified Infrastructure Services department provides expertise in Data Center Management, Network Operations, and High-Performance Computing that our programs and Engineering teams rely on to fulfill their missions. Reporting to the Network Operations Lead as a Network Operations Senior Manager (M5), you will lead and manage a regional team of more than 20 networking professionals across varying experience levels. Your team includes Individual Contributors located in California, Colorado, and Indiana.

As the Senior Manager, you will be accountable for the full team and the Local and Wide Area Networks they support, which may require leveraging matrixed resources in addition to your direct reports.

This on-site role is based in El Segundo, California. Occasional domestic travel may be required to other assigned US work locations (specifically other California site locations), for site visits and customer visits in the domestic U.S.

What You Will Do

The Senior Manager (M5), Classified Networking Operations, reports to our Networking Operations Lead for Classified Infrastructure Services within Raytheon Digital Technology. This role provides operational and delivery leadership for a team of approximately 20 networking professionals responsible for secure, reliable, scalable, and supportable network services.

The Senior Manager is accountable for developing team capabilities, setting clear performance expectations, establishing operating discipline, and ensuring the organization delivers on operational commitments, customer needs, program priorities, and approved networking road maps.

This position will require vision, strategic planning, and the ability to develop operational metrics, guide technical planning, manage long-term budgets and technical debt, contribute to solution catalog development, and support daily operations. The goal is to deliver stable, proactive, secure, and supportable operational environments.

Employee and Organization Development
An effective people leader who builds trust, sets clear expectations, and creates accountability across a technical organization. This leader will develop and retain a high-performing team through coaching, mentoring, performance management, cross-training, and intentional development planning. They must be able to assess team capability, workload, staffing needs, and succession risks while fostering a culture of ownership, collaboration, technical excellence, and continuous improvement.

Execution and Delivery Leadership
A disciplined leader who can translate priorities into clear, actionable plans and keep teams focused on delivery. The candidate must be able to manage multiple operational and project commitments, establish realistic milestones and timelines, identify dependencies and risks, remove barriers, and maintain visibility to progress. They will bring structure and follow-through to ensure commitments are met while balancing urgent operational needs with planned modernization and lifecycle work.

Strategy and Roadmap Management
The ability to connect day-to-day network operations to broader organizational priorities, customer needs, and future capability requirements. This leader will help shape, prioritize, and execute the networking roadmap by identifying modernization opportunities, operational gaps, technical debt, capacity needs, and resiliency improvements. They must make sound recommendations that balance service reliability, security, cost, resource constraints, and long-term business needs.

Stakeholder Management
Strong relationship-building and influence skills are required. The leader will serve as a trusted partner to program leaders, customers, cybersecurity, infrastructure, engineering, and other cross-functional stakeholders. They must communicate technical risks, service impacts, delivery status, and resource needs in clear, business-focused language; facilitate alignment among competing priorities; and ensure networking considerations are incorporated early into program and operational planning.

Operational Leadership and Continuous Improvement
A strong operational mindset and commitment to reliable service delivery are essential. The leader must establish and sustain disciplined practices across incident, problem, change, configuration, vulnerability, inventory, capacity, and lifecycle management. They will use operational data, root-cause analysis, corrective actions, and team feedback to reduce recurring issues, strengthen service quality, improve customer experience, and advance the maturity of the networking function.

Technical Acumen
The leader should guide technical direction and possess sufficient networking knowledge to lead effectively, ask the right questions, evaluate risks, and make informed decisions in partnership with subject-matter experts. They must apply sound judgment when balancing technical requirements, security and compliance obligations, customer commitments, operational risk, and available resources.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years' experience
  • An 8140 Advanced certification for Network Operations Specialist (e.g., CCNP Security, CASP+) or for IT Investment/Portfolio Manager (e.g., CISSP).
  • Experience with classified networking concepts and operations, including routing and switching, network monitoring, incident management, change management, configuration management, vulnerability management, inventory management, and lifecycle management.
  • Experience leading technical teams through organizational change, shifting priorities, operational challenges, and resource constraints.
  • Experience leading complex technical projects and operations, including roadmaps, modernization efforts, workload management, and talent development.
  • Experience building execution plans, managing competing priorities, establish milestones, and deliver on commitments.
  • Experience in workforce planning and resource management.
  • An active and transferable U.S. government–issued Top Secret security clearance prior to start. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer

  • Experience managing network teams in classified environments.
  • Strong customer service skills, including clear oral and written communication.
  • IT project management experience and/or a Project Management Professional (PMP) certification.
  • Experience with Industry 4.0 technologies and Connected Factory initiatives.
  • Experience with classified computing, NIST and related security doctrine, STIG compliance, and network refresh activities.
  • Experience leading teams within Digital Technology or IT organizations.
  • Experience implementing newer technologies, such as cloud-based environments.
  • Familiarity with network management tools.
  • Experience with business continuity and disaster recovery operations.
  • Background in Information Technology, Engineering, or Program environments.
  • Knowledge of security requirements and controls in classified environments, including DFARS, CMMC, RMF, DAAPM, and JSIG.
  • Experience with cybersecurity hardening, compliance, process controls, and risk management.
  • Ability to understand complex issues, develop effective solutions, and drive timely resolution.
  • Ability to build strong relationships across all levels of the enterprise.
  • Ability to prioritize and manage competing tasks and initiatives.
  • Demonstrated ability to lead, develop, inspire, and motivate teams.

The salary range for this role is 145,600 USD - 276,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
