Northrop Grumman Defense Systems is seeking a Manager Subcontracts 2. This position will be located in Roy, UT and will support the Sentinel (GBSD) Ground Base Strategic Deterrent program.

What You’ll Get To Do: 

The ideal candidate will provide objective-oriented direction utilizing management guidelines, general policies and maintain a strong level of engagement, while dynamically leading, inspiring, motivating and developing a team of professionals.

Primary responsibilities for this position include, but are not limited to:

  • Design and execute subcontracting and procurement strategies aligned with program goals, including long-term agreements, sourcing partnerships, and continuous-improvement initiatives.

  • Draft, evaluate, and negotiate subcontract specifications, statements of work, terms and conditions, and pricing for specialized materials, equipment, and services across multiple contract types (T&M, FFP, CPFF, CPAF, etc.).

  • Manage end-to-end subcontract lifecycle: prepare bid packages, conduct bidders conferences, evaluate proposals, award contracts, and administer modifications, ensuring compliance with FAR/DFARS, CAS, and DCAA audit requirements.

  • Serve as primary liaison with functional teams (PMO, GSC, Operations, Quality, Engineering) and senior stakeholders, communicating status, risks, and issues and influencing program decisions.

  • Ensure regulatory and company compliance, including import/export regulations, PrOP, and government statutes; oversee audit readiness and corrective actions.

  • Oversee subcontract performance through supplier scorecards, risk mitigation, and metrics analysis (Power BI/Tableau), driving corrective actions and continuous improvement.

  • Drive policy and process enhancements for agile, efficient, and compliant Global Supply Chain (GSC) operations, contributing to SOP development and revisions.

  • Utilize enterprise tools (SAP/S4, Ariba, Oasis, SharePoint, MS Office, Power BI, Tableau, SCOUT, etc.) to manage purchase orders, contract data, and reporting.

  • Support proposal activities and special corporate initiatives, preparing technical presentations and briefs for senior leadership.

This position’s standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.  
 

You’ll Bring These Qualifications:

  • Bachelors degree from and accredited university and 8 years of relevant experience, OR a Masters degree and 6 years of relevant experience

  • Must be a US Citizen with an active DoD Secret Clearance, at time of application, current and within scope, with an investigation date within the last 6 years.

  • Must have the ability to obtain and maintain Top Secret Clearance and Special Access Program (SAP) approval within a reasonable period of time, as determined by the company to meet its business needs.

  • Minimum 6 years of subcontract management/procurement experience supporting major defense programs.

  • Demonstrated experience with FAR/DFARS, Cost Accounting Standards (CAS), DCAA audit procedures, and SAP procurement systems.

These Qualifications Would be Nice to Have:

  • Active DoD Top Secret Clearance.

  • Master’s Degree in Business, Global Supply Chain, Project Management, or a related field.

  • 8+ years of DoD subcontract management/procurement experience with multiple contract types and large-value negotiations (>$50?million).

  • Proven experience developing and managing supplier performance metrics, scorecards, and risk-mitigation strategies using Power BI/Tableau or similar analytics tools.

  • Experience leading presentations and influencing senior leadership on strategic procurement and policy initiatives.

Primary Level Salary Range: $139,800.00 - $209,800.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
