Northrop Grumman Mission Systems has an opening for a Manager Subcontracts 1 to join our team of qualified, diverse individuals supporting the Mission Next Division.

  • Location: Linthicum, MD
  • Schedule: 9/80 work schedule – with every other Friday OFF!

Essential Functions:

Responsible for leading a Subcontracts Team, which includes approximately seven procurement professionals. The Manager will be responsible for, and act as the main focal point for all Procurement/Subcontract related activity within their portfolio, escalating issues to Senior Level management as needed.

The manager will further be responsible for managing the personnel on their team – coaching, growing, guiding, and enriching their careers.

Responsibilities include but are not limited to:

  • Supports Subcontracts/Procurement Specialists through all phases of acquisitions including requests for proposal, contracting strategy, subcontract negotiation, subcontract administration and subcontract closeout in accordance with company policies, legal requirements, and Customer specifications.
  • Acts as the Subject Matter Expert (SME) and the main focal point for acquisition activities relating to negotiating, interpreting and implementing contract terms and requirements.
  • Performs independent research and analysis of risks related to suppliers and advises management.
  • Identifies and closes knowledge gaps across all Subcontract Specialist levels by creating and presenting trainings on compliance areas.
  • The selected candidate should thrive in a fast-paced work environment with high expectations, significantly diverse assignments, and collaborative/team settings across all levels.

Basic Qualifications:

  • Bachelor’s Degree with a minimum of 5 years in Subcontracts Management, Procurement, Program Management, Contracts Management or Business Management , or a Master’s Degree with a minimum of 3 years Subcontracts Management, Procurement, Program Management, Contracts Management or Business Management or High School Diploma with a minimum of 9 years’ combined experience; combined experience in any of the following: Subcontracts Management, Procurement, Program Management, Contracts Management or Business Management
  • Experience FAR (Federal Acquisition Regulations) and DFARS (Defense Federal Acquisition Regulations Supplement), data rights negotiations, and commercial item determinations.
  • Experience in Contracts or Subcontracts in the Aerospace and Defense industry
  • Experience leading a team, process and/or projects
  • Experience with SAP or related purchasing software, Excel, PowerPoint, MS Project.
  • US Citizenship

Preferred Qualifications:

  • Subject matter expertise with FAR (Federal Acquisition Regulations) and DFARS (Defense Federal Acquisition Regulations Supplement), data rights negotiations, and commercial item determination.
  • Internal Northrop Grumman Subcontracts experience that includes close coordination with cross-functional teams including, but not limited to, Legal and Contracts.

Primary Level Salary Range: $115,500.00 - $173,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
