Our employees are not only part of history, they're making history.Northrop Grumman Aeronautics Systems has an exciting opening in the Multi-Domain Command and Control (MDC2) business unit as Program Manager 3 to join our team of qualified, diverse individuals within our Production Integrated Product Team (IPT), specifically supporting Foreign Military Sales (FMS) onsite in Melbourne, Florida.
Roles and responsibilities of the E-2D France NRE Program Manager include, but are not limited to, the following:
- Reports to the E-2 France Program Director executing the E-2D France NRE program scope
- Responsible and accountable for leading execution of contract scope, through diligent management of cost, schedule, and risk
- Leads multifunctional teams in the establishment and execution of milestones tied to master plans and schedules, identifies program problems and obtains solutions
- Leads multifunctional teams in the review and approval of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contracts
- Interfaces with Supplier Program counterparts to drive execution of the work scope
- Possesses an in-depth understanding of Earned Value Management (EVM) and the ability to manage programs by its principles
- Possesses an in-depth understanding of business unit financial objective mechanics and Program Management process and strategies for achieving financial objectives

Basic Qualifications:
- Bachelor’s degree and 10 years of related professional and/or military experience; OR Master’s degree and 8 years of related professional and/or military experience
- Related experience includes project management, program management, engineering, capture support, and/or business management functions.
- Active DoD Secret security clearance, with last investigation within 6 years.
- Ability to obtain and maintain Program Special Access within a reasonable time period, as required to meet business needs.
- Experience presenting technical status, risks, and issues to cross-functional stakeholders (e.g., engineering, program, quality)
- Prior experience managing development programs.
- Prior experience managing suppliers and/or major subcontractors on development programs.
- Prior leadership experience leading cross-functional teams.
- Experience with Risk & Opportunity Management.
Preferred Qualifications:
- Bachelor’s degree in a STEM field; Master’s degree preferred.
- Earned Value Management (EVM) experience.
- Prior engineering experience supporting complex development programs.
- Experience supporting capture activities (e.g., capture planning, competitive assessments, solution shaping).
- Experience leading or coordinating proposal development (e.g., coordinating inputs, schedules, reviews, and compliance).
- Experience supporting E-2 development programs.
- Experience managing or supporting Navy contracts/programs.
- Active SCI eligibility/access (or ability to obtain, if applicable to the role).
