Northrop Grumman Mission Systems is seeking a Manager Programs 3 to lead the International Programs Department supporting the Aircraft Survivability portfolio. This leader will be responsible for directing a diverse portfolio of international Direct Commercial Sales (DCS) and Foreign Military Sales (FMS) programs spanning aircraft integration, sustainment, modernization, and production activities across multiple domestic and international customers. This position is onsite and based in Rolling Meadows, IL. Relocation assistance is not available.

The successful candidate will provide leadership across a portfolio of complex development, production, integration, and sustainment programs while ensuring disciplined program execution, customer satisfaction, financial performance, and strategic growth. This position requires close collaboration with engineering, manufacturing, supply chain, contracts, business management, global partners, subcontractors, and government customers.

The Manager Programs 3 is responsible for overall program execution, profit and loss performance, customer engagement, business growth, organizational leadership, and development of high-performing program teams. This position reports directly to senior leadership and will be expected to influence strategy while executing multiple simultaneous priorities across the international business portfolio.

Basic Qualifications

  • Bachelor's Degree with 8 years of related experience, or Master's Degree with 6 years of related experience.
  • Demonstrated success leading complex aerospace and defense programs throughout the full program lifecycle.
  • Experience managing multiple programs with responsibility for cost, schedule, technical performance, quality, and customer satisfaction.
  • Experience leading cross-functional program execution teams across engineering, manufacturing, supply chain, quality, finance, and contracts.
  • Demonstrated Profit & Loss (P&L) responsibility.
  • Experience executing both Foreign Military Sales (FMS) and Direct Commercial Sales (DCS) programs.
  • Working knowledge of ITAR, EAR, export licensing, and international contracting requirements.
  • Experience leading aircraft integration and sustainment programs.
  • Experience managing subcontractors, suppliers, and strategic industry partners.
  • Strong executive communication and customer relationship management skills.
  • Must possess an active DoD Secret Clearance to be considered.

Preferred Qualifications

  • Experience supporting multi-spectral aircraft survivability systems including integration, sustainment, and modernization.
  • Experience with military aircraft integration programs.
  • Experience supporting domestic and international aircraft sustainment operations.
  • Experience leading geographically dispersed program teams.
  • Capture management and business strategy experience.
  • Experience working with Contracts, Global Supply Chain, Business Management, and Engineering.
  • Experience managing international subcontractors and strategic partners.
  • Knowledge of Performance Based Logistics (PBL), Product Support, depot maintenance, and lifecycle sustainment.
  • Earned Value Management System (EVMS) experience.
  • Proposal development, BOEs, negotiations, and transition-to-execution experience.
  • MBA or advanced technical degree preferred.

Job Responsibilities

  • Lead a department responsible for execution of complex international aircraft survivability programs.
  • Provide leadership to Program Managers supporting DCS and FMS contracts.
  • Drive disciplined program execution across cost, schedule, technical performance, quality, and risk.
  • Own portfolio financial performance including revenue, operating income, cash flow, bookings, and P&L.
  • Partner with Engineering, Manufacturing, Contracts, Supply Chain, Finance, and Business Development.
  • Lead executive customer engagements and program reviews.
  • Develop talent through coaching, mentoring, and succession planning.
  • Support capture, proposals, and strategic growth initiatives.
  • Ensure compliance with export regulations, contractual obligations, and company policies.

Primary Level Salary Range: $184,300.00 - $276,500.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
