This position is located in Baltimore, MD.
The Manager Industrial Engineering 3 is a strategic leadership role responsible for shaping how our manufacturing and infrastructure footprint supports current and future business needs. This position leads a multidisciplinary team of industrial engineers and space planners who develop data‑driven, scenario‑based recommendations that directly inform the Facility Governance Model and support the sector Manufacturing and Infrastructure strategy.
This leader will translate strategic demand signals (new programs, technology insertion, rate changes, consolidation, and workforce shifts) into optimized layouts, capacity plans, and facility roadmaps, maximizing space utilization, cost efficiency, and flexibility. Serving as a trusted advisor to the Facility Governance Model team and leadership, the Senior Manager will drive the team to present clear options, trade‑offs, and recommendations that balance near‑term operational needs with long‑term strategic objectives, partnering closely with Manufacturing, Operations, Facilities/Real Estate, Security, CIDO, Engineering, Supply Chain, Program Management, and Finance to drive alignment, standardization, and disciplined capital and facility decision‑making.
Success in this role requires strong technical depth in industrial engineering and space planning, combined with the ability to lead and develop a high‑performing team, influence across organizational boundaries, and drive consistent use of the Facility Governance Model as the single, authoritative path for facility‑related decisions.
The responsibilities will include:
- Lead a team of industrial engineers and space planners responsible for developing facility recommendations, capacity models, space utilization studies, production layouts, and analytics that inform the Facility Governance Model and conform to the sector Manufacturing and Infrastructure strategy.
- Set the vision, priorities, and operating rhythm for the organization, aligning near‑term support for facility and program decisions with long‑term development of standard tools, facility roadmaps, historical databases, documentation, and standard work for industrial engineering and space planning.
- Support the facility and sector teams in the development of models and recurring dashboards for capacity, space utilization, equipment loading, and operational metrics that inform facility options, capital planning, and execution decisions.
- Partner with Manufacturing, Operations, Facilities/Real Estate, Security, CIDO, Engineering, Supply Chain, Program Management, Finance, and other stakeholders to deliver credible, executable, and compliant facility options and recommendations aligned to sector strategy.
- Use historical actuals, capacity and throughput data, space utilization trends, manpower data, and schedule assumptions to improve scenario‑based layouts, facility roadmaps, and capital investment recommendations in support of governance reviews and leadership decisions.
- Coach and develop the team, managing performance, hiring, skill growth, workload balancing, and cross‑training across industrial engineering, space planning, and analytics disciplines, while driving consistent application of the Facility Governance Model as the authoritative path for facility‑related decisions.
Basic Qualifications for the Manager Industrial Engineering 3:
- Bachelor’s degree in Industrial Engineering, Manufacturing Engineering, Systems Engineering, Operations Research, or a related STEM field
- 10 or more years of experience in industrial engineering, manufacturing operations, or a closely related discipline
- Demonstrated experience with facility layout, capacity planning, space utilization, and production flow optimization
- Experience with industrial engineering methods and tools (e.g., capacity studies, value stream mapping, facility layout & simulation, etc)
- Experience using CAD and/or space planning tools, along with strong data analysis skills (e.g., Excel, BI/analytics tools) to develop and present recommendations
- Experience partnering and influencing across functions such as Manufacturing, Operations, Facilities/Real Estate, Engineering, Supply Chain, Program Management, and Finance
- Experience preparing and presenting technical and business cases to leadership
- U.S. citizenship
- Active current U.S. Government Secret clearance
Preferred qualifications for the Manager Industrial Engineering 3:
- 5 or more years of experience supporting technical teams (e.g., engineers, planners, analysts) on complex facility or manufacturing initiatives, such as new program stand‑ups, rate changes, consolidations, or major layout/facility changes
- Experience in aerospace/defense or other highly regulated, complex manufacturing environments
- Direct experience leading cross-site level facility optimization, consolidation, or expansion initiatives
- Demonstrated experience implementing or operating within formal facility or capital governance models
- Certification or formal training in Lean, Six Sigma, or other continuous improvement methodologies (e.g., Green/Black Belt)
- Proficiency with advanced modeling and simulation tools for capacity, flow, and layout optimization (e.g., digital factory tools)
- Experience developing and deploying standard tools, templates, and analytics platforms for industrial engineering and space planning at scale
- Proven track record of influencing senior leadership decisions through data driven business cases and scenario-based recommendations
- Active current Top Secret security clearance

Primary Level Salary Range: $152,300.00 - $228,500.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.The application period for the job is estimated to be 20 days from the job posting date.
