The Opportunity
The 9/11 Victim Compensation Fund (“VCF”) Team is engaging in a Transformation effort to optimize the processes and systems that support the 9/11 victims’ injury and loss claims. The transformation project will result in the implementation of a new operating model, updated policies and procedures and creating a new claims processing system called myVCF.  The Training Lead Project Manager will provide strategic leadership and oversight of the training team supporting the DOJ VCF for the design, development, and delivery of training for internal and external audiences. You will serve as a strategic subject-matter leader, providing direction and guidance to the training team in delivering effective, hands-on, role-based training to ensure that VCF staff, claimants, and law firms are well prepared and can confidently utilize new systems in support of their respective responsibilities.
Responsibilities
Working collaboratively with VCF leadership and the Transformation team, the Training Lead will develop and implement a comprehensive training curriculum for existing employees while ensuring organizational readiness for the forthcoming desktop transformation. Identify and address existing knowledge and skill gaps, establish a structured and comprehensive new-hire training program, and proactively anticipate evolving learning and development needs. Coach and develop the training team.  Serve as a trusted training advisor and independent thought leader to VCF leadership and project stakeholders. Identify opportunities to improve employee readiness, system adoption, and overall training effectiveness. Establish and execute a comprehensive training strategy aligned with organizational and operational objectives. Develop and maintain a structured new-hire training program that supports consistent onboarding, knowledge transfer, and operational readiness. Lead training readiness activities in support of the upcoming desktop transformation, ensuring employees are prepared to adopt new processes, technologies, and roles. Develop learning retention experiences that assist employees with effectively retaining and applying their new knowledge as systems transform. Collaborate with subject-matter experts and business leaders to ensure training content is accurate, relevant, and aligned with current and future-state processes. Establish and oversee the development of training standards, methodologies, materials, and delivery practices to promote consistency and quality across the training program. Establish training metrics and evaluation methods to measure effectiveness, identify areas for improvement, and demonstrate training outcomes.
Qualifications
Required:

Bachelor’s degree in Training and Development, Education, Organizational Development, Business Administration, or a related field; 5+ years of progressive experience in training, learning and development, instructional design, or organizational change and leading, supervising, or managing a training team; Experience developing and implementing enterprise-level training programs and curricula,

Ability to assess learning needs, identify knowledge gaps, and develop targeted training solutions; Experience designing and delivering initiatives; Excellent written, verbal, presentation, facilitation, and stakeholder-management skills. Strong analytical, organizational, change management, and project management skills with the ability to manage multiple priorities and deadlines.
Preferred:

Experience using Salesforce, Adobe Creative Cloud and Microsoft Office. Experience creating training materials, job aids, standard operating procedures, and knowledge-management resources. Familiarity with learning management systems (LMS) and other learning technologies. Experience establishing training metrics, evaluating program effectiveness, and using performance data to improve learning outcomes. Experience working in a highly regulated, compliance-driven, or government environment.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$94,400 - $198,200
