Joint Exercise Resource Program Analyst
The Opportunity:
As a Joint Exercise Resource Program Analyst supporting the SCOPES Program, you will play a critical role in enabling USSOUTHCOM's Joint Exercise Program by providing expert resource management, financial analysis, and program integration support that directly contributes to Combatant Command readiness. You will work alongside senior military leaders, Joint Staff, Service Components, and partner organizations to ensure training and exercise resources are strategically planned, executed, and aligned with USSOUTHCOM's Campaign Plan while supporting multinational exercises across the Western Hemisphere.
Responsibilities:
Support the planning, execution, and management of USSOUTHCOM's Joint Exercise Program by analyzing resource requirements, monitoring execution, and recommending solutions to complex program challenges.
Develop financial analyses, budget forecasts, position papers, executive briefings, and resource recommendations that support Combatant Command training and exercise priorities.
Manage and monitor multiple Joint exercise funding programs, ensuring compliance with Department of Defense policies, fiscal guidance, and statutory authorities.
Serve as a technical resource for Section 321 and Joint Training, Exercise, and Evaluation Program (JTEEP) funding, providing guidance on resource planning, obligation tracking, and program execution.
Coordinate multi-year funding projections, Program Objective Memorandum (POM) inputs, Program Budget Requests (PBR), spend plans, and financial reporting for senior leadership and Joint Staff stakeholders.
Utilize enterprise financial and Joint training systems, including GFEBS, DTS, JTIMS, Joint Training Tool (JTT), and related systems, to manage financial transactions, resource data, and exercise requirements.
Represent USSOUTHCOM during planning conferences and resource working groups while coordinating with Service Components, Joint Staff, Office of the Secretary of Defense, and partner organizations to resolve funding and resource issues.
Qualifications:
Required:
Active Secret security clearance.
Experience supporting Department of Defense program management, financial management, resource management, budgeting, or Joint exercise programs.
Working knowledge of the Department of Defense Planning, Programming, Budgeting, and Execution (PPBE) process and Joint Training System policies.
Experience preparing executive-level reports, financial analyses, briefings, and recommendations for senior leaders.
Strong analytical, organizational, and communication skills with the ability to manage multiple priorities in a dynamic operational environment.
Desired:
Experience supporting Combatant Commands, Joint Staff, Service Components, or Security Cooperation organizations.
Proficiency with GFEBS, DTS, DAI, JTIMS, Joint Training Tool (JTT), or comparable Department of Defense financial and resource management systems.
Experience supporting Program Objective Memorandum (POM), Program Budget Request (PBR), or multi-year resource planning efforts.
