ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

The ICITAP-Albania Law Enforcement Development Program, funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs, offers law enforcement support through a comprehensive and integrated program of training, technical assistance, and equipment donations to assist Albania’s law enforcement institutions to advance the America First foreign policy by combating transnational organized crime.

Please Note: This is an Independent Contractor position with Amentum and should not be considered an employment relationship with Amentum.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as the principal Senior Advisor to the Albanian Police Oversight Agency (POA) in Tirana, Albania. This position will work directly with the POA to support operational effectiveness through sustained advisory support and training. The POA Advisor will oversee the management policies and procedures for inspection of police units to ensure compliance with standard operating procedures and investigations of allegations of police criminal misconduct. The Advisor will be tasked with ensuring the POA can proactively investigate officials suspected of corruption and criminal misconduct, including acts involving facilitation of organized crime. This position will serve as the subject matter expert (SME) and coordinator for POA program implementation.

JOB DUTIES AND RESPONSIBILITIES:

  • The POA Advisor will positively mentor and advise the POA Director General.
  • Conduct training of police oversight inspectors and investigators to improve their ability to detect and investigate violations of standard procedures and law.
  • Advise POA leadership on public affairs efforts to increase transparency and accountability to Albanian citizens.
  • Monitor sustainment of the polygraph examination sector as part of the police vetting process.
  • Identify POA equipment needs and recommend procurement actions to meet the most critical requirements.
  • Monitor the vetting process to ensure objectivity and compliance with the Vetting law.
  • Advise on the development of career path and employee evaluation processes.
  • Review investigative and inspection reports.
  • Mentor POA investigators on proper analyses of investigative and inspection reports.
  • Monitor POA inspections.
  • The POA Advisor will report to the ICITAP Albania Law Enforcement Assistance Attache in Tirana. The POA Advisor will contribute to ICITAP’s reporting on POA activities to include submissions for the ICITAP Huddles and monthly and quarterly reports.    
    • Other ad hoc tasks to fulfil mission critical activities as determined by ICITAP.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Must be a U.S. citizen eligible to obtain a U.S. security clearance at the time of employment.
  • Minimum of 10 years of experience in police oversight or internal affairs. 
  • Specialized investigative experience in the field(s) of police oversight, and/or public corruption.
  • Experience as an instructor in fields related to criminal investigations involving allegations against law enforcement personnel.
  • Documented advanced report writing skills.
  • Documented ability to assess, evaluate, and produce written communications articulating necessary steps to address sustainable staffing, structure, policy, training, and equipment needs of police oversight personnel tasked with conducting criminal investigations of police misconduct.
  • Pragmatic and solutions oriented.
  • Ability to influence and inspire workplace change.
  • Ability to influence multiple stakeholders and engage people at every level of host organization.

ADDITIONAL PREFERRED QUALIFICATIONS:

  • Knowledge of international operations.
    Knowledge of the Western Balkans.
  • Albanian or Italian language skills.

       

Compensation Details:

530.80/day
