ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

The ICITAP-Albania Law Enforcement Development Program, funded by the U.S. Department of State’s Bureau of International Narcotics and Law Enforcement Affairs, offers law enforcement support through a comprehensive and integrated program of training, technical assistance, and equipment donations to assist Albania’s law enforcement institutions to advance the America First foreign policy by combating transnational organized crime.

Please Note: This is an Independent Contractor position with Amentum and should not be considered an employment relationship with Amentum.

POSITION SUMMARY:

Amentum is currently seeking a qualified candidate to serve as the principal Senior Advisor to the Albanian National Bureau of Investigations (NBI) in Tirana, Albania. This position will work directly with the Special Structure Against Corruption and Organized Crime (SPAK) and the NBI to support NBI operational effectiveness and investigations through sustained investigative advisory support, case-based mentoring, and training for investigators working on complex organized crime and corruption cases. The NBI Advisor will support investigative training and sustainment for NBI investigators and provide continued mentoring that supports complex cases, improves procedures, and identifies and satisfies training needs. The NBI Advisor will also develop activities to recruit, select, and train NBI investigators to sustain SPAK operations, along with 10 Judicial Police Taskforce Officers. This position will serve as the subject matter expert (SME) and coordinator for NBI program implementation.

JOB DUTIES AND RESPONSIBILITIES:

  • This is a hands-on role, working alongside the NBI Investigator teams as they carry out the instructions of the Special Prosecutors.
  • The NBI Advisor will positively mentor and advise the NBI Investigator teams as they conduct proactive operations, including covert surveillance, intelligence gathering and crime analysis, systematic search, arrests, and evidence gathering.
  • Advise the NBI Director and Deputy in developing an integrated working partnership with Special Prosecutors, Albanian State Police, and other law enforcement institutions.
  • Advise NBI and Special Prosecutor’s Office on development of a proactive crime strategy for targeting organized crime groups and corrupt officials in the judiciary and government administration.
  • Continuously monitor the performance of individual NBI Investigators and advise the NBI Director and Deputy on training required to improve performance.
  • Advise the NBI Director on best FBI, DEA, HSI, etc. practices in crime mapping, intelligence analysis, and reporting.
  • Advise the NBI Director and SPAK Chief Special Prosecutor on the ongoing process of developing NBI polices, SOPs, and special investigative means.
  • Assist the NBI Director in building and maintaining a professional and ethical culture among all NBI employees.
  • Monitor and report quarterly the progress and development of the NBI.  
  • Provide specific case-based advice to investigators on investigations.
  • Coordinate with the NBI to determine the number of databases needed for the NBI investigators to access to perform their job, and facilitate new or increased access.
  • Coordinate a training for Judicial Police Officers on crime investigations to enhance NBI operations.
  • Support the NBI in recruiting, selection, and training a new class of investigators.
  • Work with the NBI to develop a case management system.
  • Work with the NBI to develop sustained foreign relationships.
  • Work with the NBI to ensure high priority cases reach the NBI and defer lower priority cases to other agencies.
  • The NBI Advisor will report to the ICITAP Albania Law Enforcement Assistance Attache in Tirana. The NBI Advisor will contribute to ICITAP’s reporting on NBI activities to include submissions for the ICITAP Huddles and monthly and quarterly reports.    
    • Other ad hoc tasks to fulfil mission critical activities as determined by ICITAP.

REQUIRED SKILLS AND QUALIFICATIONS:

  • Must be a U.S. citizen eligible to obtain a U.S. security clearance at the time of employment.
  • Minimum of 10 years of experience in investigating transnational organized crime and/or corruption with the Federal Bureau of Investigation (FBI), Drug Enforcement Administration, HSI, or a similar organization. 
  • Good knowledge of FBI, DEA, HSI, etc. standards and best practices in all aspects of organized crime investigations.
  • Pragmatic and solutions oriented.
  • Ability to influence and inspire workplace change.
  • Ability to influence multiple stakeholders and engage people at every level of host organization.
  • Experience as a supervisory special agent / lead investigator with the FBI, DEA, HSI, or other law enforcement agency.
  • Demonstrates integrity and fairness.

  • Writes and speaks clearly and convincingly.
  • Listens actively and responds effectively.
  • Actively builds deep knowledge in one or more areas.
  • Can act as mentor for others.

  • accordance with best FBI, DEA, HSI, etc. practices.
  • Demonstrates expert knowledge of criminal investigation processes.
  • Strong knowledge of Windows operating system.
  • Good knowledge of Case Management Systems or similar applications in criminal investigation work.
  • In-depth knowledge of investigation-related analysis tools and software.
  • International experience working within a Country Team setting at a U.S. embassy abroad.

ADDITIONAL PREFERRED QUALIFICATIONS:

  • Experience as an FBI, DEA, HSI, etc. trainer.
  • Knowledge of international operations.
    Knowledge of the Western Balkans.
  • Albanian or Italian language skills.

       

Compensation Details:

530.80/day
