Department Overview

The Location Services Data Management team within the Command Center Software Managed Services organization is the team specialized in data used in the Next Generation Core Services (NGCS) environment. We support the location data integrity for call routing through our partnership with telephone and network service providers, GIS data providers and PSAP communication specialists by provisioning systems, educating customers on error resolution, monitoring data performance, and resolving unexpected call flow behavior. Job Description

Motorola Solutions is seeking a GIS Solution Architect to join our Location Services team as the technical authority providing overall GIS technical leadership for project implementations. In this role, you will work directly with emergency communication agencies to understand overall solution needs and the functionality of Motorola Solutions and third-party applications. Taking ownership of technical solutions from pre-sale through post-sale execution, you will partner with Project Managers to build deployment schedules, mitigate technical risks, and manage technical change control. Building upon core public safety GIS and Next Generation Core Services (NGCS) data management foundations, the GIS Solution Architect drives workflow optimization, automation, customer consulting, and industry alignment for NG9-1-1 systems.

Primary Responsibilities:

  • Technical Leadership & Governance: Serve as the GIS technical authority and primary technical counterpart to Location Services Project Managers during customer-facing, third-party vendor, and internal meetings.

  • Solution & Risk Ownership: Identify technical risks and address mismatches between customer expectations and product functionality by creating effective mitigation strategies with the Project Manager.

  • NGCS Data Provisioning: Work closely with emergency communication agencies to provision, optimize, and maintain spatial data for geospatial call routing within Next Generation Core Services (NGCS) environments.

  • Data Auditing & Validation: Identify and educate customers on errors, gaps, and inconsistencies in their spatial data, cross-referencing GIS layers with imagery, neighboring jurisdiction datasets, and legacy records (ALI and MSAG).

  • Customer Consulting & Education: Guide agencies on NENA standards, public safety GIS best practices, and long-term strategy aligned with their specific operational needs.

  • Workflow Optimization & Standardization: Standardize, optimize, and document internal and external operational workflows—including Data Compliance and Remediation Plans, the Spatial Interface (SI) Administration Guide, and GIS Change Request processes.

  • Automation & Innovation: Identify opportunities to automate internal GIS operations, championing developer-led tools or creating scripts to improve team workflows, while researching new methodologies and technologies to increase operational efficiency.

  • Services Opportunity Identification: Identify and report potential professional services opportunities based on evolving customer interactions and industry standards.

Qualifications & Skills:

  • Advanced ESRI Expertise: Senior-level proficiency with the ESRI software ecosystem, including ArcGIS Pro, ArcGIS Enterprise, and ArcGIS Online in production environments.

  • Public Safety & NENA Standards: Extensive understanding of Next Generation 9-1-1 (NG9-1-1), NGCS architecture, geospatial call routing, cartographic mapping principles, and NENA standards.

  • Legacy Data Integration: Deep experience cross-referencing and reconciling spatial datasets against legacy databases, such as Automatic Location Identification (ALI) and Master Street Address Guide (MSAG).

  • Automation & Scripting: Demonstrated proficiency in Python or other scripting languages to automate complex spatial analysis, data processing, and quality assurance workflows.

  • Enterprise Databases & Spatial Analysis: Advanced experience working with relational databases, spatial data modeling, and complex spatial analysis.

  • Client & Stakeholder Management: Superior interpersonal and conflict-resolution skills, with a proven ability to communicate complex architectural concepts clearly to both technical and non-technical stakeholders.

  • Project Leadership: Demonstrated ability to manage multi-faceted technical projects, control scope, mitigate project risks, and hit critical project milestones.

  • Must have a deep knowledge of ArcGIS Server/Portal, SQL Server/PostgreSQL databases, and Python scripting for spatial automation.

  • Must have a clear understanding of public safety spatial requirements, NENA NG9-1-1 data standards, or i3 system architecture as required for this position.

Target Base Salary Range: $100,000-$110,000 USD

Consistent with Motorola Solutions values and applicable law, we provide the following information to promote pay transparency and equity. Pay within this range varies and depends on job-related knowledge, skills, and experience. The actual offer will be based on the individual candidate.

Basic Requirements

Required Skills:

  • High School diploma, Bachelor's degree in GIS, Computer Science, Geography, Information Technology, or 6+ years of Enterprise GIS experience with a proven track record of architecting solutions.

  • Must be able to obtain a background clearance as required by our government customers.

  • Legal authorization to work in the U.S. indefinitely is required. Employer work permit sponsorship is not available for this position.
