What You Will Do *
The position holder is a member of International OEM Program Management Office (PMO) under Collins Aerospace Business & Regional Avionics (B&RA) business unit, and seconded to RCCAC JV as General Manager (GM), to lead the RCCAC Joint Venture (JV) business in Chengdu, China.
While reporting to the International OEM PMO lead within Collins Aerospace, this role also reports to the Board of Directors (‘Board’) of RCCAC Joint Venture in his/her daily business.
The General Manager is responsible for the day-to-day operation and management as follows:
to own the execution of operations and / or projects to meet established business goals, targets, and metrics;
to develop and review short- and long-term organizational goals and objectives to ensure alignment with broader organizational strategies;
to deliver operational and financial objectives for all operational areas, including plans to manage and mitigate risks to the business;
to effectively manage the relationship between yourself, Joint Venture leadership team, and leadership within both shareholders
to sign any documents as authorized under the Joint Venture Contract, or by the Joint Venture's Legal Representative or the Board;
to formulate and manage a comprehensive organizational structure and management system;
to exercise management powers in relation to the operation, finance and human resources of the Joint Venture, and to organize and handle the daily operations and management of the Joint Venture;
to formulate, maintain and manage Joint Venture's policies, rules and regulations, define and designate departmental job responsibilities, and direct and supervise department activities as approved by the Board;
to be responsible for the organization, allocation of work, assessment and remuneration and benefits of all the staff members of the Joint Venture;
to commence and terminate cooperation between the Joint Venture and other economic entities;
to formulate and, after approval by the Board, implement the Joint Venture's annual budget plan, Business plans, financial budgets, insurance plans, profits distribution plans and pricing policies, if applicable. The elements contained in the annual budget plan may include but not limit to:
procurement of raw material, machinery, equipment and other capital expenditures of the Joint Venture;
plans and policies with respect to the businesses and operation of the Joint Venture;
estimated revenues, expenditures and profits of the Joint Venture;
staffing levels and plans for training personnel of the Joint Venture; and
marketing, promotion and wholesale plans for the domestic and overseas selling of products and pricing proposals;
to manage external relations and amend or terminate any legal document involving expenditure as authorized by the Board (the amount may be varied by the Board from time to time);
to formulate and implement important management system of the Joint Venture as approved by the Board and the operational procedures, rules and systems of each department of the Joint Venture;
to employ and dismiss department managers and staff members;
to support the development of new business growth strategies to increase profitability and/or market share of the Joint Venture;
to represent the Joint Venture to internal and external stakeholders to present a positive image of the Joint Venture;
to perform other duties conferred on him/her by the Joint Venture Articles of Association and/or the Board.

Qualifications You Must Have *
Bachelor’s degree from an accredited university
Aerospace/Engineering/Science/Technology related major preferred
Master’s degree or above, or MBA is a plus
Over 10 years’ experience in Aviation industry with experience in manufacturing, maintenance, repair and overhaul (MRO) is a plus
Proven experience in leading a team to succeed in a complicated environment
Working experience in a Sino-US partnership/JV/project where cross-border, cross-functional and cross-culture activities happen on a daily basis
Qualifications We Prefer
Knowledge of aviation business from commercial, program management, technical, certification and life cycle management perspectives
Familiar with Program Management of projects/programs in aviation industry or similar industries (healthcare, auto, etc)
Familiar with China aviation OEM business landscape, including major players (COMAC, AVIC, etc), programs (C919, ARJ21, C929, etc) and presence of local and international suppliers
Leadership in leading a team or business to grow in volatile environment
Knowledge of Program Management skills & tools
Strong business acumen and astute financial judgement
Understanding of financial statements and analysis
Strong oral and written communication skills in both Mandarin and English languages
Strong interpersonal skills
Ability to accommodate business travel, roughly 30% - 40% of the time
Ability to accommodate flexible work hours to support evening calls to the United States

Hybrid: Employees who are working in Hybrid roles will work regularly both onsite and offsite. Ratio of time working onsite will be determined in partnership with your leader.
Remote: Employees who are working in Remote roles will work primarily offsite (from home). If you live within a reasonable commute of an RTX site with other colleagues you interact with, your manager will discuss whether there is a degree of onsite presence associated with this role.

Requires broad management and leadership knowledge to lead project teams.
Typically requires: A University Degree or equivalent experience and minimum 10 years prior relevant experience, or An Advanced Degree in a related field and minimum 7 years experience
Engineering/Other Technical Positions: Typically requires a degree in Science, Technology, Engineering or Mathematics (STEM) and a minimum of 10 years of prior relevant experience unless prohibited by local laws/regulations.
