Executive Director, Program Management
The Opportunity:
The Executive Director, Program Management serves as a senior operational leader responsible for executing division strategy within a US Navy portfolio of engineering and other services supporting the entire lifecycle of Maritime and Aviation platforms and systems. This role provides managerial and technical oversight, integrates capabilities, and drives program performance and growth. The Exec Director bridges strategy and execution—ensuring alignment of programs, new business pipeline development, and workforce performance.
Responsibilities:
Key Responsibilities
• Execute VP/DVM strategy across assigned programs
• Oversee program financial and operational performance
• Drive tactical business development and recompete efforts
• Integrate capabilities across programs for scalable solutions
• Ensure PM compliance, reporting accuracy, and governance
• Develop emerging leaders and strengthen bench depth
• Growth: Maintain pipeline integrity and coordinate with BD teams
Qualifications:
Required:
15 years minimum years' related program or portfolio management experience
Experience and demonstrated success managing mid-to-large portfolios
Experience and demonstrated success in top (revenue) and bottom (margin) growth
Strong operational leadership and execution discipline experience
Deep experience with program financial management and reporting
Ability to lead cross-functional teams
Active Secret clearance with TS eligibility
Desired:
Experience transitioning from point solutions to integrated services
Background in technical or engineering services environments
Experience supporting Navy or maritime programs
Advanced degree and/or leadership certification

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. Since this position can be worked in more than one location, the range shown is the national average for the position.
The proposed salary range for this position is:
