Deputy Operations Manager - SURTASS Program
The Deputy Operations Manager provides direct leadership, financial control, and operational oversight for the prime contractor executing the Surveillance Towed Array Sensor System (SURTASS) contract. Acting as the secondary corporate authority to the Program Manager, you will manage day-to-day business operations, subcontractor performance, and mission execution. This role ensures that civilian and contractor crews aboard T-AGOS ocean surveillance vessels meet all U.S. Navy mission requirements safely, on schedule, and within corporate margin targets.
Key Responsibilities:
Corporate & Contract Management
Contractual Delivery: Maintain daily oversight of contract performance metrics and Contract Data Requirements List (CDRL) delivery.
P&L Assistance: Help manage the program's profit and loss statement, tracking monthly expenditures and billing accuracy.
Subcontractor Control: Oversee teammate execution, verify labor hours, and review supplier performance invoices.
Staffing & Retention: Manage the corporate pipeline to recruit, onboard, and retain high-clearance maritime technicians.
Proposal Support: Lead change management proposals, rough order of magnitude (ROM) estimates, and contract modifications.
Fleet Operations & Technical Execution
Mission Readiness: Coordinate tracking of organizational-level maintenance for sonar arrays and electronic suites.
Crew Logistics: Supervise the complex rotation, flight logistics, and training pipeline of forward-deployed crews.
Quality & Compliance: Enforce corporate Quality Assurance plans and lead Root Cause Analysis (RCA) for operational deviations.
Security Enforcer: Maintain strict corporate compliance with NISPOM, SCIF physical security, and COMSEC handlers.
Customer & Stakeholder Relations
Primary Backfill: Serve as the official corporate point of contact for the Government in the Program Manager's absence.
Customer Interface: Maintain routine communications with Contracting Officer Representatives (CORs) and PMW-120 technical leads.
Work Environment & Travel
Primary Location: Contractor facility or SCIF environment (e.g., Norfolk/Virginia Beach, VA or Dulles, VA).
Travel: Up to 25% travel, including occasional trips to shipyards or forward-deployed T-AGOS vessels globally.
Minimum Qualifications:
Required
Clearance: Active Secret US Government security Clearance with the ability to obtain Top Secret. Note: US Citizenship is required to maintain a Secret clearance.
Education: Bachelor's Degree in Business, Engineering, or a highly relevant technical discipline.
Experience: 5+ years of defense contractor project/program management experience (Cost Plus and Firm Fixed Price environments).
Domain Knowledge: Strong background in sonar engineering, tactical networks, or Integrated Undersea Surveillance Systems (IUSS).
Certifications: Project Management Professional (PMP) or ability to obtain within 6 months.
Preferred Qualifications:
Navy Experience: Veteran background within the U.S. Navy Submarine or IUSS community.
Control Systems: Hands-on familiarity with Earned Value Management Systems and Microsoft Project.
Compensation Details:
$90,000 - $110,000
