Responsibilities:

  • Plans and integrates cyber-enabled PSYOP activities, synchronizing cyber capabilities and web-based and digital influence efforts with operational and strategic objectives.

  • Integrates and synchronizes cyber-enabled PSYOP with other OIE, to include Defense Deception Activities, Special Technical Operations, OPSEC, EW, and space operations, to ensure coherent influence effects.

  • Aligns cyber-enabled PSYOP messaging, online dissemination methods, and audience targeting with approved media strategies

  • Coordinates authorities, guidance, priorities, assessment data, and program capabilities to develop and refine cyber-enabled PSYOP CONOPs and execution plans.

  • Coordinates PSYOP planning with interagency partners, allies, coalition forces, host-nation stakeholders, academia, media partners, and commercial vendors

  • Leverages government and commercial analytic platforms, including Maven Smart System and C2IE, to support PSYOP planning, targeting, and assessment.

  • Supports assessment by defining measures of performance, measures of effectiveness (MOE), and MOE indicators, to evaluate audience response and inform refinement of PSYOP.

  • Conducts executive/senior level briefings to GO/FO/SES decision makers to advise, familiarize and/or gain approval of recommended concepts, plans, operations, guidance, and/or policies

Qualifications:

Required:  

  • Must be a graduate of the US Army Psychological Operations Qualification Course

  • 5 years experience planning, coordinating, synchronizing and/or executing Psychological Operations (PSYOP)

  • 7 years demonstrated experience in military planning processes including Joint Planning Process (JPP), military decision-making process, joint targeting process, and/or military campaign planning

  • Active TS clearance and SCI eligible; willingness to submit to CI Poly

  • Bachelors of Arts/Science degree in a relevant field

  • Demonstrated experience integrating cyber and digital capabilities to enable PSYOP

  • Demonstrated experience developing and delivering written and oral products to executive/senior-level (GO/FO/SES) decision makers 

  • Familiarity with CYBERCOM functions and operations to include Cyber Service Components, JFHQ-Cyber elements, Cyber National Mission Force, and DOW Cyber Defense Command.

Desired:

  • Completion of advanced OIE-relevant training such as FA30 Information Operations Qualification Course, Army IO Planner's Course, Joint Information Planners Course (JIPC (formerly JIOPC)), OPSEC Planners Course, MILDEC Planners Course, Joint Targeting School

  • 3 years experience integrating cyber and digital capabilities into PSYOP planning at the operational level, to include experience at CCMD, Service Component Command, and/or Joint Task Force level (CYBERCOM experience preferred)

  • Experience coordinating and synchronizing military operations with multinational and/or interagency teammates.

  • Knowledgeable in intelligence disciplines, capabilities, limitations, and platforms and relevant Intelligence Community Directives.

Pay Range:

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$78,000 - $163,800
