Amentum is seeking a detail-oriented and experienced Construction Operations Manager to support our Secure Design, Engineering, and Construction (SD&C) Business Group. The Construction Manager (CM) will oversee multiple secure facility construction and infrastructure projects, ensuring all work aligns with contractual obligations, schedules, budgets, and the highest standards of safety, quality, and security. Reporting directly to the Senior Program Manager, the Construction Manager will manage construction efforts across various domestic (CONUS) and international (OCONUS) project locations, acting as the primary leader for construction execution.

This pivotal role requires a highly organized and results-driven construction professional with extensive experience in managing multiple projects concurrently, especially within secure and classified environments.

Duties and Responsibilities:

  • Construction Oversight of Multiple Projects:

    • Oversee the technical, administrative, and operational performance of concurrent construction projects across various project sites, ensuring all tasks meet or exceed design, safety, and quality standards.

    • Actively monitor and manage construction execution to ensure all project activities comply with construction schedules, contractual obligations, and client requirements.

    • Ensure all work adheres to ICD 705 and other applicable security and construction standards for classified projects.

  • Project Planning and Coordination:

    • Collaborate with the team to prioritize tasks across multiple concurrent construction projects and develop detailed project schedules.

    • Manage competing construction timelines and milestones across multiple sites, ensuring that resources and personnel are properly allocated.

    • Identify potential risks, schedule delays, or resource constraints, and develop mitigation plans to address issues before they impact overall project goals.

  • Lead Construction Project Managers and Staff:

    • Provide leadership, direction, and oversight to on-site Construction Project Managers and construction staff across multiple active projects.

    • Establish performance expectations and priorities to achieve on-time, on-budget delivery that meets client requirements.

    • Mentor and develop project managers and team members to ensure continuous process improvement and professional growth.

  • Communication and Stakeholder Engagement:

    • Act as the primary POC for construction-specific updates at all assigned sites, serving as the liaison between customer, contractors, engineering teams, the Senior Program Manager, and other relevant stakeholders.

    • Provide consistent and transparent progress updates, milestones, and issue resolution to the Senior Program Manager and clients regarding all active sites.

  • Quality Control and Inspections:

    • Conduct regular assessments across all assigned project sites to verify work is completed in compliance with contract terms, local building codes, and high-security requirements.

    • Proactively identify and resolve quality or safety concerns before they impact project deliverables.

  • Continuous Improvement:

    • Recommend improved construction processes and advanced methodologies for enhanced project execution across sites.

    • Seek to identify efficiencies and cost-saving measures, enabling successful program delivery within assigned budgets.

Role Scope and Expectations:

The Construction Manager will oversee and manage multiple ongoing construction projects simultaneously. Projects may include new construction, renovations, site preparation, infrastructure upgrades, or other mission-critical objectives within classified or secure environments.

  • The Construction Manager must coordinate and manage efforts at different locations, both in CONUS and OCONUS, requiring adaptability and the ability to collaborate with geographically dispersed teams.

  • The CM must operate within fast-paced and high-pressure contexts, often in austere or logistically challenging environments, with a commitment to excellence and mission success.

Minimum Requirements (Education, Knowledge, Skills, and Abilities):

  • Active Clearance Required: Current Top Secret security clearance (TS/SCI or eligibility for SCI access preferred). U.S. Citizenship is required to maintain a clearance.

  • Education:

    • Bachelor’s degree in construction management, civil/structural engineering, architecture, or a related field.

    • Equivalent experience: 12+ years of professional construction management experience in lieu of a degree.

  • Experience:

    • Minimum 8 years of leadership experience in construction project management, including managing multiple projects or sites.

    • At least 5 years of experience overseeing contractor or subcontractor teams on highly sensitive or secure construction projects.

    • Proven ability to lead teams effectively and adapt to dynamic project or customer requirements.

    • Demonstrated success managing budgets, schedules, and coordination for multimillion-dollar construction portfolios.

    • Deep knowledge of construction contracts, compliance standards, and project delivery within high-security or classified government environments.

  • Skills and Technical Knowledge:

    • Familiarity with ICD 705 standards, DoD building codes, and other relevant security standards and regulations for classified facilities and secure construction environments.

    • Proficiency in construction management software and tools.

    • Excellent analytical, organizational, and time-management skills to oversee multiple priorities across various locations.

    • Outstanding interpersonal, verbal, and written communication skills to manage contractor relationships and direct project teams effectively.

    • Analytical approach to project oversight: demonstrated ability to track budgets, schedules, and performance metrics while solving challenges proactively.

Preferred Qualifications:

  • Project Management Professional (PMP), Construction Management (CM), or other industry-recognized certifications.

  • Familiarity with DoD, IC, or U.S. Government construction, engineering, and logistics guidelines or protocols.

  • Extensive experience working on federally funded and/or high-security projects with diverse teams and stakeholders.

  • Advanced degree in construction management, architecture, engineering, or equivalent field.

Additional Expectations and Responsibilities:

  • Travel Requirements: This role will require regular travel to project sites, including OCONUS locations. Travel may be required for periods of up to 30 days at a time, depending on project phases and site-specific needs.

  • Work Environment: Ability to operate effectively in dynamic and potentially austere field environments while ensuring all safety and classification standards are met.

Compensation Details:

$190,000 -$235,000

       

The compensation range or hourly rate listed for this position is provided as a good-faith estimate of what the company intends to offer for this role at the time this posting was issued. Actual compensation may vary based on factors such as job responsibilities, education, experience, skills, internal equity, market data, applicable collective bargaining agreements, and relevant laws.
