Compliance Director, Fair & Responsible Banking Compliance (Regulatory Consumer Center of Excellence)

The Fair and Responsible Banking (F&RB) function, part of the Enterprise Risk Organization's Compliance & Ethics department, is seeking a highly experienced, strategic, and forward-thinking Compliance Director.

This Director will assume overall responsibility for the development, delivery, and ongoing management of the new Consumer Center of Excellence, a compliance program responsible for the Enterprise standards and strategic oversight for:

  • Multilingual governance to ensure compliance with the Equal Credit Opportunity Act (ECOA),  Regulation B, and UDAAP/UDAP laws with respect to the provision of the multilingual customer experience

  • Servicemember laws and protections (SCRA, MLA)

  • Credit bureau furnishing and FCRA disputes

  • FCRA prescreen advertising

This role will lead the development, maturation, and maintenance of programs and governance structures that allow Capital One’s businesses to offer financial products and services while strictly adhering to regulatory expectations. 

Successful Directors in Fair and Responsible Banking Compliance are highly motivated professionals possessing deep subject matter expertise in compliance management systems and consumer protection laws, and who have a natural passion for managing risk coupled with strong project management, process, and analytical skills. The role requires strong organizational, leadership, and communication abilities and offers significant exposure to executives across various lines of business.

 

Key Responsibilities:

  • Lead the development, maturation, and continuous enhancement of the Regulatory Consumer Center of Excellence compliance programs

  • Provide robust oversight of these programs through strong governance, rigorous controls and monitoring, and clear risk escalation processes

  • Report program results to senior management and stakeholders, as appropriate

  • Develop, execute, and monitor work plans for the effective build out of the program and audit-ready program frameworks

  • Cultivate a highly collaborative environment with other risk teams and partner groups to develop efficient engagement routines within an integrated and seamless risk experience for the business

  • Effectively balance competing priorities and demonstrate the ability to adapt quickly to new information or circumstances to ensure team objectives are met

  • Manage and develop a team of subject matter experts by fostering  positive team dynamics, a shared strategic vision, clear communication, and demonstrated emotional intelligence

  • Provide thought leadership, training, and tools to inform the efficient and consistent execution of program requirements by first and second line teams across varied business areas

Risk Management & Regulatory Acumen

  • Foster a robust culture of compliance risk management and balanced risk-taking

  • Demonstrate knowledge of regulator expectations for consumer protection laws and effective compliance management systems

  • Ensure the implementation of effective monitoring and other oversight mechanisms to proactively identify process breakdowns

  • Provide expert guidance to the business, advising on comprehensive corrective action plans when issues arise

  • Maintain a proactive, "forward-leaning" posture, staying current on regulatory and business changes to assess impacts on Capital One’s lines of business

Operational Excellence & Technical Aptitude

  • Leverage technology, data analytics, and automation to build and maintain highly efficient and well-managed compliance programs

Basic Qualifications

  • Bachelor’s degree or military experience

  • At least 5 years experience in building or leading programs within a consumer financial services institution or leading a regulatory compliance, legal, or audit function

  • At least 5 years of people management experience

Preferred Qualifications

  • Juris Doctor or other Master’s Degree

  • 8+ years of people management experience

  • 8+ years of program management experience leading cross functional programs in compliance and risk

  • Expertise in consumer protection laws (e.g., FCRA, SCRA)

  • Certified Regulatory Compliance Manager (CRCM) or Certified Enterprise Risk Professional (CERP)

The minimum and maximum full-time annual salaries for this role are listed below, by location. Please note that this salary information is solely for candidates hired to perform work within one of these locations, and refers to the amount Capital One is willing to pay at the time of this posting. Salaries for part-time roles will be prorated based upon the agreed upon number of hours to be regularly worked.

Chicago, IL: $187,300 - $213,700 for Director, Compliance


 

McLean, VA: $206,000 - $235,100 for Director, Compliance


 

Richmond, VA: $187,300 - $213,700 for Director, Compliance

Candidates hired to work in other locations will be subject to the pay range associated with that location, and the actual annualized salary amount offered to any candidate at the time of hire will be reflected solely in the candidate’s offer letter.

This role is also eligible to earn performance based incentive compensation, which may include cash bonus(es) and/or long term incentives (LTI). Incentives could be discretionary or non discretionary depending on the plan.
